Approve the Medical Director Oversight and Support Contract with PetraMED, LLC for Cochise County Health & Social Services and Detention Medical Services.

Background:

Cochise County issued RFP 26-07-HEA-01 seeking a qualified provider to deliver comprehensive Medical Director oversight and support services for both Cochise County Health & Social Services (Public Health) and Detention Medical Services. PetraMED, LLC submitted a complete proposal package, including technical response, pricing, references, and required credentials.

Proposal Overview
PetraMED is led by Dr. Erik McLaughlin, MD, MPH, who has served as the County’s Medical Director since 2020 under AB Med Healthcare Solutions. PetraMED proposes a continuation of the same personnel, service model, and coverage structure, transitioning the incumbent team under a new corporate entity without disruption.

The scope includes 24/7 physician availability, protocol and formulary oversight, grievance and mortality review participation, outbreak and public health emergency support, and monthly reporting. These services directly fulfill Tasks 1–3 of the RFP.

Department's Next Steps (if approved):

If the Board approves the contract, the County will finalize signatures and issue a Notice to Proceed so PetraMED may continue providing Medical Director services without interruption.

Impact of NOT Approving/Alternatives:

If the contract is not approved, the County will not have an authorized Medical Director available to provide required 24/7 clinical oversight.
