Approve the selection of design-build as the project delivery method for design and construction contracts for the new jail project.
Background:
ARS 34-602 (A) provides three different methods for delivery of major construction projects: Design Build, Construction Manager at Risk (CMAR) and Design Bid Build. Staff has reviewed the pros/cons of each delivery method with Owners Rep consultants from Vanir. The County Board has expressed priorities for the project are timeliness/speed to completion as well as cost controls. Design-Build provides a “One-stop-shop” approach, consolidates design and construction phases and teams under single contract, and streamlines the project delivery by integrating design and construction teams from the start. It does require a guaranteed maximum price proposal at the time of selection, which will also require detailed criteria documents be adhered to for the project in order to avoid costly change orders. Staff recommends DB.
If Design Build (DB) is the approved delivery method then Vanir and staff will proceed to:
• Create and RFQ for DB Criteria Architect
• Procurement of DB Criteria Architect (Include Geotech & Environmental review/testing).
• Begin Development of Criteria Documents
• RFQ for 3rd Party Commissioning Agent
• Procurement of 3rd Party Commissioning Agent
• Procurement of DB Contractor/Architect
• Design/Construction of new Jail
If Design Build (DB) is the approved delivery method then Vanir and staff will proceed to:
• Create and RFQ for DB Criteria Architect
• Procurement of DB Criteria Architect (Include Geotech & Environmental review/testing).
• Begin Development of Criteria Documents
• RFQ for 3rd Party Commissioning Agent
• Procurement of 3rd Party Commissioning Agent
• Procurement of DB Contractor/Architect
• Design/Construction of new Jail

Owner contracts separately with the Architect/Engineer for the design phase and a General Contractor/Construction Manager at Risk who acts as a consultant during the design phase
Provides a guaranteed maximum price and construction services, and in turn assumes the risk of potential cost overruns
Provides more active involvement of the CM during the design phase when bringing on early to assist in design, which can foster collaboration and mitigate risks
