Agenda Item Text:
Discussion and possible direction regarding the County Anti-Blight/Public Nuisance Ordinance.
Background:
The proposed Anti-Blight / Public Nuisance Abatement Ordinance is intended to provide a clearer, more consistent way to address nuisance conditions and blight issues in the unincorporated areas. It updates and consolidates how the County defines violations, provides notice and time to comply, and ensures there is a fair process for resolving disputes. The ordinance modernizes enforcement by using the Administrative Hearing Officer for appeals, allows County abatement only as a last resort, and provides cost recovery tools when County cleanup is required. It replaces hazardous waste ordinance 041-11 (Hazard Abatement Ordinance). Ordinance 032-03 Solid waste illegal dumping ordinance will remain in effect but will only apply to wildcat dumping.
