Approve Amendment 8 to Contract YH16-0018-13 between Arizona Health Care Cost Containment System (AHCCCS) and Cochise County, to update language in the agreement and the rates for State Fiscal Year 2026 (SFY 26), effective July 1, 2025 through June 30, 2026. 

Background:

The amendment to language on this agreement is minor and specific to accessing the AHCCCS Provider Manual online. The online location/hp address has changed requiring the update to language. 
This agreement with Arizona Health Care Cost Containment System (AHCCCS) allows Cochise County Detention Health Services to be charged at a lower rate when inmates are hospitalized. The agreement has been in effect since 2012, and over the years has saved Cochise County well over $100,000 in medical expenses. Additionally, this agreement allows for AHCCCS to be suspended rather than terminated when an individual is booked into jail, allowing for services/coverage to be immediately reinstated upon an inmate's release, affording no cag in coverage and prompt access to medical services. 
The purpose of amendment 8 is to update the language as explained above and to revise the rates for SFY26. The revision of rates applies to the Administrative Annual Cost Estimates for Cochise County and the Quarterly Estimate of State Match Advance Payments for SFY26.

Your approval is respectfully requested. 
Signed/approved Agreement Amendment is returned to AHCCCS. 
Ensure Cochise County account maintains the minimum required balance of $10,000. 

Impact of NOT Approving/Alternatives:

Cochise County would be required to pay for inmate hospitalizations without the benefit of the Medicaid Eligible Fee For Service Project, in turn this would drastically increase the amount of funding utilized for these instances. Not approving this agreement amendment also increases the chance of newly released individuals not having prompt access to necessary medical care in the community.
