Approve an Agreement 2025-289 between the State of Arizona through its Department of Public Safety (DPS), and Cochise County, specifically Cochise County Sheriff's Office (CCSO), for victim services, software, forensic equipment, training, personnel and overtime, in the amount of $141,250, effective July 1, 2025, through June 30, 2026.

Background:

This Agreement is between the State of Arizona through its Department of Public Safety (DPS), and Cochise County, specifically Cochise County Sheriff's Office (CCSO), to enhance law enforcement services and programs that reduce human trafficking within the State and Cochise County, in the amount of $141,250.00  dollars.  The purpose of this agreement is to enhance law enforcement services to investigate, deter, apprehend, prosecute, and detain individuals involved in human trafficking within Cochise County and the State of Arizona, through the cooperative efforts of DPS and CCSO.  

DPS agrees to reimburse CCSO for victim services up to $15,000.  DPS will reimburse up to $32,500 for software and up to $26,250 for forensic equipment.  Personnel and overtime will be reimbursed up to $60,000, and training not to exceed $7,500.

Department's Next Steps (if approved):

If approved, the Cochise County Sheriff's Office will coordinate with the Department of Public Safety to utilize the authorized funds.  

Impact of NOT Approving/Alternatives:

If not approved, the agreement will be returned to the Arizona Department of Public Safety and the Cochise County Sheriff's Office will lose funding to enhance human trafficking investigations.  

To BOS Staff: Document Disposition/Follow-Up:

Please approve the acceptance of these funds to enhance law enforcement resources and response to human trafficking crimes.  One copy is to be retained by Cochise County and one copy is to be returned to the Arizona Department of Public Safety.
