Approve Intergovernmental Agreement 12-081 between the State of Arizona and Cochise County for the Davis Road Project Assessment.

Background:

This proposed project is located in Cochise County, on Davis Road between SR 80 and SR 191. This 24 mile road connects the town of Tombstone, along SR 80, and McNeal, along SR 191, and serves commuter traffic, regional traffic and commercial traffic. The County successfully applied for Coordinated Border Infrastructure (CBI) funds to conduct a freight corridor assessment of Davis Rd. through SEAGO and was awarded a total of $761,944 in federal funds.

An IGA/JPA was fully executed on September 26, 2011 and staff worked with ADOT to develop a Scope of Work. The project was divided into two distinct elements: a Project Assessment with a freight component and a full design, with all required clearances, for the segment of Davis Rd. from SR 191 to Central Highway. Two ADOT on-call consultants were identified to do this work: Jacobs was selected for the Project Assessment component and EEC was selected for the DCR component. In order to complete contracting with these two firms through the ADOT on-call process two separate ADOT tracking numbers were issued and this new IGA/JPA is for the Project Assessment (PA) portion of the project. This IGA/JPA also reflects a change in scope from the originally awarded Project Assessment on Davis Rd. to include a completed Environmental Overview and preliminary future corridor alignment assessment (negotiated by staff during the Scope of Work discussions with ADOT and potential on-call consultants) and an added requirement on the State to provide the County with estimates of design review fees and regular billing statements throughout the project. There are no changes to requirements for the County or match amounts.

Department's Next Steps (if approved):

Once this new IGA/JPA is in place, ADOT will issue a Notice to Proceed to Jacobs, an ADOT on-call consultant, to compete this project.

Impact of NOT Approving/Alternatives:

Awarded federal funds would not be available for this project improvement.

The State Transportation Plan program is federally funded through the U.S. Department of Transportation Federal Highway Administration. Applicants are required to provide a 5.7% match; the match for this project will be a total of $21,472. Match funds will be provided by local HURF dollars. Match funds have already been submitted to ADOT under IGA/JPA 121 fully executed Sept. 26, 2011.
