Approve Contract 26-12-FAC-01 with KWR Construction, Inc. for the reconstruction of the Foothills Parking lot located at 4115 East Foothills Drive, Sierra Vista, Arizona, in the amount of $378,467.75, with the use of County Capital Project Contingency Funds.

Background:

The Cochise County Engineering Department developed Construction Plans and Special Provisions for the Reconstruction of the Foothills Parking lot. The Engineering and Facilities Departments worked with Procurement in issuing a Request for Proposal for the formal bidding process. The Procurement Department issued Request for Proposal 26-12-FAC-01 on November 6, 2025. All interested vendors were invited to a pre-bid site visit on November 18, 2025. All proposals were due on December 16, 2025. Three vendors submitted proposals. An evaluation team reviewed all proposals on pricing, past performance, and capability with KWR Construction, Inc. being the selected vendor.

Department's Next Steps (if approved):

Move funds from Captial Projects Contingency, issue Contract and Purchase Order to KWR Construction, Inc., and begin scheduling the work.

Impact of NOT Approving/Alternatives:

If not approved, the parking lot located at 4115 East Foothills will not be reconstructed and could cause further injury to the public.
