Background:
The Cochise County Comprehensive Plan 2045 (CP2045) establishes a long-range vision for guiding growth and conservation while preserving the County’s rural character and quality of life. Developed through extensive public outreach and agency coordination, the Plan reflects community priorities including water resources, housing, infrastructure, economic opportunity, environmental stewardship, and protection of cultural and historic resources. Organized around the elements required by Arizona Revised Statutes § 11-804, CP2045 provides countywide policy guidance for land use, circulation and transportation, water and energy resources, housing, economic development, and public services. The Plan is intended to support coordinated, fiscally responsible decision-making and to balance growth with conservation of natural and community assets over the next 20 years.
Following the November Planning Commission work session regarding the Plan, the draft Comprehensive Plan was transmitted for public and agency comment in accordance with state requirements. This hearing provides an opportunity to receive final public input and Commission discussion prior to adoption. Based on the Commission’s recommendation, staff will incorporate clarifications and refinements as appropriate and forward CP2045 to the Board of Supervisors for consideration and adoption.
