Appoint Poll Workers/Early Board Members for the May 19, 2026, Election and authorize the Elections Director to make additions or substitutions as necessary prior to the election, to ensure that all Vote Centers are staffed adequately with trained election Poll Workers and Early Board Members. 

Background:

ARS 16-531 requires the Board of Supervisors to appoint Poll Workers and Early Board members prior to the election. At a minimum, the Board shall appoint one inspector, one marshal, two judges, and as many clerks as deemed necessary for each vote center. When possible, the Elections Director attempts to maintain the continuity of Poll Workers/Early Board Members from election to election. Examples of when a substitution may be necessary are those instances where an individual is not available for a specific election, or is not effective in the role assigned, or a dispute arises among a group of Pool Workers/Early Board Members, or where fewer are needed for a board for the election. Another instance is when a situation may call for a substitution is where a Poll Worker/Early Board Member received training and worked on the election but is replaced by another worker who did not have an opportunity to work in prior elections. Cross-training is imperative. It is important to maintain a flexible, trained pool of poll workers/Early Board Members with a wide variety of party representation to call on for future elections. 

Department's Next Steps (if approved):

Move forward with the training scheduled for March/April 2026 for the Poll Workers and Early Board on the attached list; substitute as necessary, based on circumstances that may arise. Continue to fill the few remaining empty spots with qualified members of the public or appropriate County personnel. 

Impact of NOT Approving/Alternatives:

The County will not be in compliance with ARS 16-531, which requires the Board of Supervisors to appoint Poll Workers/Early Board members and authorize the Elections Director to make substitutions as necessary.
