Discussion of Arizona State Land Department Notice of Public Auction – Ground Lease No. 03-123513 (GR Energy Solar Project).

Background:

The Arizona State Land Department (ASLD) has issued a public auction notice for a proposed long-term ground lease of approximately 1,061 acres of State Trust land located east of Sierra Vista for development of a solar generating facility with battery storage.

PURPOSE OF DISCUSSION:
To provide the Board of Supervisors an opportunity to:

  • Discuss potential impacts to Cochise County, including:

    • Land use and zoning considerations

    • Infrastructure and roadway impacts

    • Economic development and tax implications

    • Environmental, cultural, and natural resource considerations

    • Coordination with utilities and regional planning efforts

  • Identify any county interests, concerns, or policy positions

  • Provide direction to staff regarding engagement with ASLD, the project applicant, or other stakeholders
