Approve Resolution 26-10, Solid Waste Fee Schedule as described in attached Appendix A, effective July 1, 2026.

Background:

In November 2025, the Rate Review Advisory Board (RRAB), made up of member cities in Cochise County who are parties to the Solid Waste IGA along with the County, asked the Solid Waste Division to make a recommendation for new fees to adjust for inflation.  The Solid Waste Division conducted an internal rate study that outlined objectives that covered revenues and expenses and key assumptions on which our financial projections are based.  The study included a five-year projected analysis of the Solid Waste Division budget.  The Division brought recommednations before the RRAB and settled on the attached new fee schedule, "Appendix A", in February 2026.  This fee schedule is a necessary measure to ensure the Division's purchasing power, keeping the Division in the black as it operates as an enterprise fund.  The Division understands that a fee increase is necessary due to rising costs for trucking, labor, equipment, and new ADEQ (Arizona Department of Environmental Quality) fees.  While the Division has implemented cost-saving measures and efficiency improvements, inflation has reduced the division's overall purchasing power.

Department's Next Steps (if approved):

The Solid Waste Division will undertake the appropriate public notice for a fee schedule increase as well as notify our customers at each transfer station and implement the new fee schedule upon completion of such notice.

Impact of NOT Approving/Alternatives:

Not implementing the new fee schedule will result in a continued annual loss of the system, running the Solid Waste Division into a deficient budget.  

To BOS Staff: Document Disposition/Follow-Up:

Record resolution.  Return a copy to the Solid Waste Division.  Division staff will work with BOS staff and PIO to implement proper public notice of the new fee schedule.
