Approve a contract amendment with Vanir Construction Management, Inc. for Owner’s Representative Services for the remaining phases of the Cochise County Jail Project, for a total not-to-exceed amount of $4,060,327, through project closeout (anticipated September 2029).
Background:
On August 19, 2025, the Jail District Board of Directors approved Contract No. 24-38-BOS-01 with Vanir Construction Management, Inc. in the amount of $385,196 for Phase 1 Owner’s Representative services related to pre- and post-election planning efforts for the Cochise County Jail Project.
Those services included support through approval of the Design-Build delivery method and completion of the Criteria Architect Request for Qualifications (RFQ) process.
Department's Next Steps (if approved):
Continue coordination with Vanir Construction Management, Inc. as the County’s Owner’s Representative to advance procurement of the design-build team, project design, and subsequent construction phases of the new Cochise County Jail Project.
Impact of NOT Approving/Alternatives:
Failure to approve this item will delay continuation of Owner’s Representative services necessary to support procurement, design, and construction activities, resulting in potential schedule delays, increased costs, and impacts to timely delivery of the new Cochise County Jail facility.
