Approve an Intergovernmental Agreement (IGA) between Cochise County and Mohave County to transfer any interest Cochise County may have in approximately 20,000 pounds of ballot paper purchased under a State of Arizona Election Security Grant to Mohave County, at no cost to either party.
Background:
In 2023, Cochise County purchased approximately 20,000 pounds of ballot paper using funds from a State of Arizona Election Security Grant for the purpose of testing enhanced ballot security features. Following completion of the pilot testing, a substantial portion of the ballot paper remains unused, and Cochise County has no anticipated future use for the remaining inventory.
Mohave County currently utilizes, or has the ability to utilize, ballot paper that is the same as or substantially similar to the remaining stock. To efficiently dispose of the unused materials, the counties have negotiated an Intergovernmental Agreement (IGA) whereby Cochise County will transfer any ownership interest it may have in the ballot paper to Mohave County through a quitclaim assignment.
The agreement specifies that the transfer is made “as-is” with no warranties, and Mohave County will assume all responsibilities associated with the ballot paper, including storage, transportation, and any coordination with Runbeck Election Services. There is no monetary consideration exchanged between the parties.

Department's Next Steps (if approved):
Upon approval by the Cochise County Board of Supervisors, the following actions will occur:
- The Agreement will be executed by the Chairman and attested by the Clerk of the Board.
- Mohave County will seek and obtain approval from its Board of Supervisors, as required for the Agreement to become effective.
- Upon final approval by both counties, the Agreement will take effect.
- Mohave County will coordinate directly with Runbeck Election Services regarding storage, transport, and any logistical arrangements for the ballot paper.
- Cochise County may execute any additional documents, if requested, to facilitate the transfer of interest.
Impact of NOT Approving/Alternatives:
If the Board does not approve the Intergovernmental Agreement, Cochise County will retain any ownership interest it may have in the remaining ballot paper. This may result in continued responsibility for storage, handling, and any associated logistical or administrative considerations.
