Appoint poll workers and early board members for the July 21, 2026, Primary Election and authorize the Elections Director to make additions or substitutions as necessary prior to the election to ensure that all Vote Centers are staffed adequately with trained election poll workers and early board members. 

Background:

ARS 16-531 requires the Board of Supervisors to appoint poll workers prior to the election cycle. At a minimum, the Board shall appoint one inspector, one marshal, two judges, and as many clerks as deemed necessary for each vote center. When possible, the Elections Department attempts to maintain the continuity of poll workers from election to election. Examples of when a substitution is necessary are those instances where an individual is not available for a specific election or is not effective in the role assigned, or a dispute arises among a group of poll workers or where fewer are needed by a board for a specific election. Another instance in which a situation may call for a substitution is where a poll worker received training and worked one election but is replaced by another worker who did not have an opportunity to work in the election. Cross-training is imperative. It is important to maintain a flexible, trained pool of poll workers with a wide variety of party representation to call on for future elections. There remain a few vacant positions that the office in charge of elections will continue to work to fill. 

Department's Next Steps (if approved):

Move forward with the training scheduled for June 23–25, 2026 for the poll workers on the attached list; substitute as necessary, based on circumstances that may arise. Continue to fill the few remaining vacancies with qualified members of the public or appropriate County personnel. 

Impact of NOT Approving/Alternatives:

The County will not be in compliance with ARS 16-531, which requires the Board of Supervisors to appoint poll workers and early board members and authorize the Elections Director to make substitutions as necessary.
