Approve Contract 26-10-DEV-01 with BEC Environmental Inc. for Consultant Services for the Cochise County Brownfields Revolving Loan Fund.
Background:
Development Services worked with Procurement in issuing a Request for Supplier Qualifications for the formal bidding process. The Procurement Department issued Request for Supplier Qualifications 26-10-DEV-01. Four vendors submitted qualifications. The Evaluation Team chose BEC Environmental Inc. to enter into negotiations with for a defined Scope of Work and Pricing Proposal. Cochise County and BEC Environmental worked together to refine the scope of work and the pricing proposal.
Department's Next Steps (if approved):
Contracts Administrator, Anne Coppola, will send the Offer Acceptance Letter/Contract to BEC to sign.
Additionaly, Ms. Coppola will sign the BEC Master Agreement and issue Contract and Purchase Order to BEC Environmental, Inc.
Impact of NOT Approving/Alternatives:
Cochise County will be unable to meet EPA Brownfields Revolving Loan Fund program requirements for qualified environmental oversight, delaying or preventing project implementation.
This would risk compliance with grant conditions and hinder cleanup, redevelopment, and associated community benefits.

Fiscal Impact
Fiscal Impact & Funding Sources (if known):
There is no impact to the General Fund. Services provided under this contract are fully funded through the EPA Brownfields Revolving Loan Fund grant, which was previously approved by the Board.
Work will be authorized on a per-task-order basis, ensuring costs are incurred only as needed and remain within the available grant funding.
