Approve amendments to Human Resources Policy 2203 Political Activity, to protect the county as well as employee first amendment rights.
Background:
On August 19, 2025, the Board of Supervisors approved amendments to Human Resources Policy 2203 Political Activity. Following this approval, concerns were raised regarding the possibility of it being viewed as limiting an employees first amendment rights. The amendments presented here protect the county as well as employee first amendment rights.
Department's Next Steps (if approved):
Collaborate with IT to update the website. Inform Directors, Elected Officials and employees of the approved amendments.
Impact of NOT Approving/Alternatives:
Policy which may be viewed as violating first amendment rights will continue to be the official Political Activity policy.
