Approve Contract 26-14-BOS-01 with DLR Group for Design- Build Criteria Architect Services for the Cochise County New Jail Project in the amount of $3,259,137.
Background:
The County’s Owner Representative, Vanir, worked with Procurement in issuing a Request for Supplier Qualifications for the formal bidding process. The Procurement Department issued Request for Supplier Qualifications 26-14-BOS-01. Vendors were invited to attend a site visit if they were interested in seeing the location area of the new jail.
Five vendors submitted qualifications. From the five, three vendors were chosen to do a presentation and interview with the Evaluation Committee. The Evaluation Committee chose DLR Group to enter into negotiations with for a defined proposal and pricing. Cochise County and DLR worked together to refine the terms and conditions, the proposal and the pricing.

Issue Contract and Purchase Order to DLR Group and begin work.
Impact of NOT Approving/Alternatives:
The new jail project will not move forward to the next step which defines criteria for the design-build delivery method which will result in the construction of the new jail.
Tax money collected from the public will not be utilized for the purpose for which it is being collected.
