Discussion and possible action regarding recommendations to the Arizona Commerce Authority for Opportunity Zone 2.0 census tract nominations pursuant to the Arizona Opportunity Zone Recommendation Process.

Background:
The Arizona Commerce Authority (ACA) is facilitating the Opportunity Zone 2.0 (OZ 2.0) recommendation process, through which counties may submit recommended eligible census tracts for consideration by the Governor for designation as Opportunity Zones.
On April 29, 2026, Cochise County hosted a public regional meeting to provide an overview of the OZ 2.0 program, including eligibility criteria, the State’s recommendation process, and key considerations for identifying potential census tracts. The meeting was well attended by stakeholders from across the County, and participants were provided with presentation materials and resources from the ACA and U.S. Treasury.
Following that outreach effort, the Board may consider potential census tract recommendations to submit to the ACA in accordance with the established process and deadlines.
