Agenda Item Text:
Approve the Southeastern Arizona Workforce Development Board 2026 Local Workforce Development Plan modification.
Background:
The Workforce Innovation and Opportunity Act (WIOA) is the principal federal statute intended to coordinate federal, state, and local workforce programs so that job seekers, particularly those facing barriers to employment, can obtain employment, education, training, and supportive services, while employers gain access to workers with needed skills. A central feature of the WIOA is implementation through local workforce development areas and their Local Workforce Development Boards. Cochise County is a participant in the Southeastern Arizona local workforce development area, which also includes Graham County and Greenlee County as participants.
The WIOA statute requires participants prepare a local plan every four years. Additionally, the WIOA requires modification to the local plan at the 2-year mark of the 4-year plan cycle to keep local workforce strategies aligned with changing economic realities. This modification is required to update the plan for labor market shifts, funding and resources, board structure and performance goals.
On page 3 of the local plan modification is a detailed listing of the changes made to the local plan, which includes updating long-term industry projections, updating labor participation rate charts, adding information on the High Impact Training for the adult program, among other changes.
