Approve the Minutes of the regular meeting of the Board of Supervisors of March 12, 2013.

Approve the appointments of the following persons as Precinct Committee person for the Republican Party of Cochise County: Precinct # 24 St. David, Leo M. Lesueur; and the following person as Precinct Committee person for the Democrat Party of Cochise County: Precinct #14 Greater San Pedro, Debbie Hickman.

Approve a Memorandum of Understanding (MOU) that provides for The Nature Conservancy to monitor a Military Conservation Easement annually at no cost to Cochise County.

Approve the proposed settlement of the Tax Appeal in Mario and Debbie Saldivar v. Cochise County, ST2012-000829 (Assessor parcel No. 02-408-120-30), now pending in Arizona Tax Court, a division of the Superior Court of and for Maricopa County.

Approve the proposed settlement of the Tax Appeal in James R. Thompson and Audrey M. Thompson v. Cochise County, ST2012-000564 (Assessor parcel No. 202-42-017), now pending in Arizona Tax Court, a division of the Superior Court of and for Maricopa County.

Approve reappointments of Superior Court Judge Pro Tempore, Donna M. Beumler, pursuant to ARS 12-141; Juvenile Court Commissioners/Judges Pro Tempore Margaret Macartney, and Ann Battaglia-Roberts, pursuant to ARS 8-231 and 12-141; and approve authorization to call upon an appropriately appointed Superior Court Judge Pro Tempore from another county in extenuating circumstances pursuant to ARS 12-144; Justice Court Precinct Five Pro Tempore, Leslie Sansone and county-wide Justices of the Peace Pro Tempore Ann S. Lund, Gerald F. Till, Paul Julien, David Howe, William Lakosil and Frederick Thompson for emergency or temporary coverage, both pursuant to ARS 22-121; and approve authorization to call upon an appropriately-appointed Justice of the Peace Pro Tempore from another county in extenuating circumstances pursuant to ARS 22-122 for the period beginning July 1, 2013 to and including June 30, 2014.

Approve the Agreement with State of Arizona for Broadband Technical Assistance in the amount of $19,600 with in-kind match of $4,900 to utilize the consultant services of KAED Consulting and One Random to complete a GAP Analysis for the four Southeastern Counties of Cochise, Graham, Greenlee, and Santa Cruz.

Approve the Agreement with State of Arizona for Broadband Planning Assistance in the amount of $30,000 with in-kind match of $7,500 to utilize the consultant services of Systems Technology Staffing, LLC to create a broadband development plan for the four Southeastern Counties of Cochise, Graham, Greenlee, and Santa Cruz.

Approve demands and budget amendments for operating transfers.

Approve the award of Invitation for Bids (IFB) No. 13-28-FMD-04 to Lawley Motors for the purchase of eight 2013 Chevrolet Tahoe Patrol Vehicles for the Fleet Management Department in the amount of $226,536 plus applicable tax.

Adopt Resolution 13-06 electing Cochise County to participate in the Family Counseling Program and authorizing a Grant Match of an additional $250.

Adopt Zoning Ordinance 13-02, approving Docket Z-13-01, conditionally amending the zoning district designation for Parcel 102-57-338, from TR-9 to MR-1, pursuant to the application of Ms. Maria Yesca.

Adopt Resolution 13-07 abandoning portions of 4th Street, Washington Avenue, Jefferson Avenue and alleyways adjoining Bowie School properties, as described therein.

Uphold or Deny the property owners appeal of the Notice and Order to Abate on parcels 107-19-005C, 107-19-005D, and 107-19-004B.

Discussion and possible action regarding state and federal legislative matters, including but not limited to the items in the attached County Supervisors Association Legislative Policy Committee Agenda and the proposed State budget.
