PROCEEDINGS OF THE COCHISE COUNTY PLANNING AND ZONING COMMISSION
REGULAR MEETING HELD ON

A regular board meeting of the Cochise County Planning and Zoning Commission was held on Wednesday, JANUARY 11, 2023 at 4:00 p.m. in the Board of Supervisors’ Hearing Room, 1415 Melody Lane, Building G, Bisbee, Arizona.
Present:
Kim DePew, Chair; Nathan Watkins, Member; Jim Martzke, Member; Gerry Gonzalez, Member; Albert Young, Member
Absent:
Nancy Welch, Member; Robert Montgomery, Member; Larry Saunders, Vice Chairman
Staff Present:

Acting Chairman Coxworth called the meeting to order at 4:00 p.m.

CALL TO ORDER
 
ROLL CALL (Introduce Commission members and explain quorum and requirements for taking legal action).
 
ELECTION OF CHAIRMAN AND VICE-CHAIRMAN
 

Motion by Member Nathan Watkins, Second by Member Gerry Gonzalez 


Member Watkins nominated Member DePew to be Chair of the Planning Commission. Member Gonzalez seconded the motion.

Vote: 5 - 0 Approved

 

Motion by Member Nathan Watkins, Second by Member Albert Young 

Chair DePew called for nominations of Vice Chair. The Commission determined that they would postpone the vote for Vice Chair until the February 8, 2023 Meeting.

Vote: 5 - 0 Approved

 
CALL TO THE PUBLIC – Pursuant to A.R.S . § 38-431.01 (H) this is an opportunity for the public to comment. Individuals are invited to address the Commission on any issue within the Commission’s jurisdiction. Since Commissioners may not discuss items that are not specifically identified on the agenda, Commission action taken as a result of public comment will be limited to directing staff to study the matter, responding to any criticism or scheduling the matter for further consideration and decision at a later date.

There were no members of the public requesting to speak.

Member Gonzalez abstained.

Docket RZ22-23 (Done, Davis Rd) A request to rezone parcel 404-21-012A from R-9 (Residential, one dwelling per 9,000 square feet) to RU-4 (Rural, one dwelling per 4-acres). 

Ms. McLachlan presented a PowerPoint presentation that is preserved in the file.

Applicant Ms. Laura Done spoke to the request.

Docket RZ22-24(Knox)The applicant requests a rezoning from SR-22 (Single Residential one dwelling per 22,000 square feet) to RU-4 (Rural, one dwelling per 4 acres).

Mr. Kirschmann presented a PowerPoint presentation that is preserved in the file.

The Applicant, Mr. Benjamin Hipps spoke to the request.

Docket SU22-29 (Acacia) The Applicant requests a Special Use Authorization to approve a  wireless communication tower of 34 feet and associated equipment.

Mr. Kirschmann presented a PowerPoint presentation that is preserved in the file.

Property Owner, Ms. Samantha Hammer spoke to the request.

Mr. Bill Bosemen, Applicant spoke to the request.

Mr. Luke Fullcomer, Applicant spoke to the request.
