A regular board meeting of the Cochise County Building Code Advisory and Appeals Board was held on Thursday, JANUARY 8, 2026 at 3:00 p.m. in the Development Services Conference Room, 102 Colonia de Salud, Building B, Suite 105, Sierra Vista, Arizona 85635.

Vice Chair Flissar called the meeting to order at 3:03 p.m.

DISCUSSION
 
Review and discussion of the key changes between the currently adopted 2015 I-Codes/ 2014 National Electrical Code and the proposed 2024 International Building and Residential Related Codes and 2023 National Electrical Code.   
 

Staff made a PowerPoint presentation to BCAAB members reviewing the key changes in the 2018-2024 I-Codes and 2017-2023 National Electrical Codes. Staff mentioned the (ICC) International Code Council was the primary source used to create the comparison tables for their review. Staff mentioned that neighboring jurisdictions like the City of Sierra Vista and Town of Huachuca City are planning to adopt the 2024 I-Codes. Regarding the (IECC) International Energy Conservation Code, more review of the code changes and cost implications will need to be done to determine the best code for recommended adoption. Board members would like to see what local amendments will be proposed by staff for their consideration. No action was taken on this item.

CALL FOR BUILDING OFFICIAL'S REPORT
 

The Building Official gave an update regarding checks with other jurisdictions on building code updates. He also gave an update on residential and commercial permit activity for Development Services.

 
FUTURE AGENDA ITEMS
 

Staff asked, and Board members stated they wanted to see the proposed local amendments to the proposed 2024 I-codes/ 2023 NEC and further review of the International Energy Conservation Code to determine which code version they would recommend.

 
CALL TO THE PUBLIC – Pursuant to A.R.S. § 38-431.01(H) This is an opportunity for the public to comment. Individuals are invited to address the Board on any issue within the Board’s jurisdiction. Since Board members may not discuss items that are not specifically identified on the agenda, Board action taken as a result of public comment will be limited to directing staff to study the matter, responding to any criticism or scheduling the matter for further consideration and decision at a later date.
