Route to 2050 Metropolitan Transportation Plan (MTP) Draft List of Prioritized Projects

SUMMARY EXPLANATION/BACKGROUND:

On November 30, 2022, MPO staff introduced the Route to 2050 Metropolitan Transportation Plan (MTP) and identified the Technical Advisory Committee (TAC) as the formal Route to 2050 MTP Steering Committee. Since the introduction of the MTP, MPO staff have been providing regular monthly updates to the TAC, Citizens' Advisory Committee (CAC), and the MPO Board in order to keep them involved in the Plan's development.

At the September 27, 2023 TAC and CAC meetings, members endorsed the project prioritization process and funding program approach for the Route to 2050 MTP. The process focused on utilizing a combined simple scoring and weighting approach to prioritize candidate projects identified through the MTP Needs Assessment. The endorsed project prioritization process became the foundation for the development of the Route to 2050 cost feasible plan (CFP). Additionally, MPO staff began developing MPO attributable funding allocations in preparation for the draft CFP and developed project-level "route markers" to aid in the development of more holistic projects as they are implemented from the MTP through the Transportation Improvement Program.
 
Since the final endorsement of the project prioritization process, MPO staff has reviewed, ranked, and prioritized projects from the needs assessment in each one of the six funding programs. This process begins by reviewing projects (by funding program) submitted through the MTP Call for Projects (January - April 2023) and identifying additional needs through the MPO's plans and programs to prepare for prioritization. Projects included in the Roadway, Complete Streets, Transit & Hubs, and Technology programs were prioritized using the endorsed project prioritization process. Projects identified in the Safety and Resiliency funding program were prioritized based on program-specific prioritization factors focusing on these respective emphasis areas. The draft list of ranked candidate projects using the MTP prioritization and weighting criteria (sorted by score and funding program) can be found in Attachment 1.

In addition, MPO staff reviewed the revenue forecast provided by the Florida Department of Transportation to develop a funding program allocation for MPO attributable funding that matches the needs and long-term funding required to support the MTP funding programs. Some programs, such as the "Resiliency" funding program, only include initial concept development studies to identify future capital projects for construction. Conversely, the "Complete Streets" funding program included over 150 projects. As a result, the proposed funding allocation balances the available funding resources to properly account for the "need" in each one of the funding programs. The proposed MPO attributable funding program allocations are listed below:
  • Roadway - 10%
  • Complete Streets - 51%
  • Transit & Hubs - 12%
  • Technology - 12%
  • Safety - 10%
  • Resiliency - 5%
Finally, MPO staff also developed a series of route markers to guide projects through the implementation process and ensure factors such as resiliency, safety, equity, congestion management, and housing are properly considered as part of the overall project. These route markers will be included as part of the final CFP and will evaluate projects based on the aforementioned factors to enhance the overall scope of the project. 

This will be the first of two presentations to develop the final Route to 2050 MTP CFP. TAC and CAC Members will have an opportunity to provide feedback on the draft list of projects during the upcoming meetings in March and April. MPO staff will present this item at the meeting and outline the next steps in the development of the draft CFP for the Route to 2050 MTP. For the PowerPoint, please see Attachment 2.
