WHAT THIS ACTION ACCOMPLISHES:
Approval of this action will add three projects and amend two projects in the adopted FY 2025 - 2029 TIP. No other projects in the TIP will be affected by the proposed Amendments.
SUMMARY EXPLANATION/BACKGROUND:
Broward County Transit (BCT) is seeking approval to add one project to the FY 2025 - 2029 TIP. The specifics of the project are outlined below.
The Florida Department of Transportation (FDOT) is seeking approval to add two projects and amend two projects in the FY 2025 - 2029 TIP. The specifics of the projects are outlined below.
A. FM# 456400-1 MIAMI URBANIZED AREA (UZA) BROWARD COUNTY TRANSIT SECTION 5339(C):
The Amendment proposes allocating $41,666,667 for expanding the Broward County Transit (BCT) electric bus program. The project is partially funded by the Section 5339(C) Low or No Emission Grant Program, awarded to BCT by the Federal Transit Administration, along with local funding. The project will replace 19 older 2013 model 40-foot hybrid buses that would have met their useful life or exceeded 500,000 miles with 25 battery-electric buses. BCT will also construct a 10,000-square-foot solar canopy that will produce approximately 150KW of power and two on-route inverter pantograph electric bus chargers with associated electrical equipment.

The Broward MPO Board approved a change to the project limits on December 12, 2024, removing two of the four segments: Royal Palm Boulevard from Weston Hills Drive to Town Center Boulevard, and Weston Road from Indian Trace to Royal Palm Boulevard. The Amendment updates the project scope in the FY 2025 TIP to reflect this change.

The application, which is ranked as the second-highest project in the Roads for Economic Vitality (REV) Program for Cycle 3, has been divided into two components: FM# 445518-1, which includes Johnson Street from North 35th Avenue to North 30th Road and from North 21st Avenue to North 14th Avenue, and is already included in the TIP; and FM# 445518-2, which involves South Florida Regional Transportation Authority (SFRTA) railroad crossing improvements at Johnson Street and is not currently included in the TIP. This Amendment proposes to add FM# 445518-2 to the TIP. The proposed $819,950 in Transportation Alternatives – Any Area (TALT) funding will be transferred to SFRTA which will be responsible for delivering the project.

The Amendment allocates $2,974,590 in TALT funds to install high-security fencing and signage along the South Florida Rail Corridor at the following locations: 1) Dania Cut-Off Canal to Tigertail Boulevard, 2) 700 feet south of the Fort Lauderdale Tri-Rail Station to 560 feet north of Sistrunk Boulevard, and 3) 840 feet south of Prospect Road to 900 feet north of West Commercial Boulevard. The funds will be transferred to the SFRTA which will be responsible for delivering the project.

The Amendment proposes to increase the project cost from $25,404,083 to $41,801,655. This change is primarily due to refinements in plan quantities and updated unit prices identified during design plan development.
