REQUESTED ACTION:

MOTION TO RECOMMEND BROWARD MPO APPROVE Amendments to the Fiscal Year (FY) 2026-2030 Transportation Improvement Program (TIP):
A. Florida Department of Transportation (FDOT) - Roll Forward Report with Staff Recommendation
B. Remove Three Projects from the FY 2026 TIP
  1. FM# 4496061 NORTH PERRY AIRPORT ATC TOWER REPLACEMENT (CONSTRUCTION)
  2. FM# 4515731 FT. LA/HOLLYWOOD INT'L AIRPORT AIRFIELD ELECTRICAL VAULT (DESIGN)

C. Add Two Projects to the FY 2026 TIP
  1. FM# 4515763 TSMA REPLACEMENT PROJECT BROWARD COUNTY
  2. FM# 4573741 SW 2ND STREET, SW 22ND STREET, NW 1ST STREET @ FEC

WHAT THIS ACTION ACCOMPLISHES:

Approval of the proposed TIP Amendments will "roll forward" projects from the current FDOT Work Program into the newly approved FY 2026 - 2030 (FY 2026) TIP (approved by the MPO Board on July 10, 2025) as part of a routine, annual process; remove three projects from the existing FY 2026 TIP; and add two projects into the existing FY 2026 TIP. No other projects in the TIP will be affected by the proposed Amendments.

SUMMARY EXPLANATION/BACKGROUND:

A. Florida Department of Transportation (FDOT) - Roll Forward Report with Staff Recommendation

The proposed Amendment, requested by FDOT, aims to incorporate the FY 2026 Roll Forward Report into the recently adopted FY 2026 TIP of the MPO. This addition is a regular, annual process that ensures internal consistency between the newly approved TIP by the MPO Board on July 10, 2025 and FDOT's Work Program, which was approved by the MPO Board on December 2, 2024.

Projects listed in the Roll Forward Report were not authorized and encumbered before June 30, 2025 and are therefore automatically carried forward into the next fiscal year's Work Program. However, this automatic rollover does not apply to the TIP, and projects are instead incorporated through this amendment process. 

Prior to adoption, MPO staff recommends the removal of one project in the proposed Roll Forward Report TIP Amendment:

  1. FM# 4563341 JOSH LEE BLVD/NW 33RD ST FR SR-816/OAKLAND PARK BLVD TO NOB HILL RD: Following internal review and coordination with our partner agencies, the Broward MPO has identified the project that is no longer required to be "rolled forward." To prevent this specific project from automatically being included in the TIP along with the other projects in the Work Program, MPO staff recommends its removal from the Roll Forward Report TIP Amendment. The project has been executed and obligated. The City of Sunrise is delivering the project and is fully funded. For details, please refer to Attachment 1 or Roll Forward Report page 61.

B. Remove Three Projects from the FY 2026 TIP

The proposed Amendment B, requested by FDOT on July 29, 2025, proposes to remove the following three projects from the FY 2026 TIP. This Amendment is required because the projects have been deleted from the Work Program and need to be reflected in the TIP.
  1. FM# 4496061 NORTH PERRY AIRPORT ATC TOWER REPLACEMENT (CONSTRUCTION) 
  2. FM# 4515731 FT. LA/HOLLYWOOD INT'L AIRPORT AIRFIELD ELECTRICAL VAULT (DESIGN) 
  3. FM# 4515741 FLL/HOLLYWOOD INT'L AIRPORT TAXILANE ADG III SERVING WESTSIDE PARCELS

C. Add Two Projects

The proposed Amendment C includes two projects:
  1. FM# 4515763 TSMA REPLACEMENT PROJECT BROWARD COUNTY - The amendment was requested by FDOT on August 1, 2025. This is a new project that just received allocation of funds for the Right-of-Way phase at the start of this fiscal year. This is a maintenance project to replace structurally deficient Traffic Signal Mast Arms across Broward County. FDOT is the lead agency.
  2. FM# 4573741 SW 2ND STREET, SW 22ND STREET, NW 1ST STREET @ FEC - The amendment, initiated by the Broward MPO staff, proposes allocating $2.6 million in STP Urban Areas >200K (SU) funds in FY 2026 to support sidewalk installations at Southwest 2nd Street, Southwest 22nd Street, and Northwest 1st Street along the Florida East Coast Railway corridor. No other projects in the TIP will be affected by the proposed Amendments.

At the upcoming meeting, MPO staff will give a brief presentation on the proposed Amendments and address any questions or comments. For the PowerPoint presentation, please see Attachment 4.

MPO STAFF RECOMMENDATION(S):

MPO staff recommends approval of the proposed TIP Amendments. No other projects in the TIP will be affected by the proposed Amendments.
