REQUESTED ACTION:

MOTION TO RECOMMEND BROWARD MPO APPROVE Amendments to the Rules of the Broward Metropolitan Planning Organization (BMPO)

WHAT THIS ACTION ACCOMPLISHES:

Approval of this item will recommend that the Broward MPO Board amend the Rules of the Broward MPO in order to allow non-statutory Board Members (alternates) to appoint a voting representative to the MPO's Citizens' Advisory Committee (CAC) as well as sunset the MPO's Roads for Families Advisory Committee (RFAC), formerly known as the Complete Streets Advisory Committee (CSAC).

SUMMARY EXPLANATION/BACKGROUND:

MPO staff is requesting Amendments to the Rules of the MPO that would allow non-statutory Board Members (alternates) to appoint representatives to the CAC. Doing so will align the CAC with the Technical Advisory Committee, which currently allows for all 32 municipalities to be represented. This would allow for more involvement from the smaller municipalities and assist with fulfilling quorum requirements. All Members of the CAC have voting privileges. For the proposed Amendments related to this change in the Rules of the Broward MPO, please see section 6.01.1 in the Attachment.

In addition to the change proposed above, MPO staff would also like to take this opportunity to amend the Rules to sunset the MPO's RFAC. Doing so would allow the MPO to explore opportunities for existing members of the RFAC to participate as part of the Broward Safety Action Plan (BSAP) Oversight Committee and make impactful decisions that can affect the safety of bicyclists and pedestrians in Broward. All proposed Amendments to the Rules are shown using the "strikethrough-and-underline method." To approve an amendment to the Rules, pursuant to Rule 12.0 of the Broward MPO, the Board is required to approve any such amendment by a 2/3 vote of those Board Members who are present and authorized to vote at the Board meeting. Staff will be present at the upcoming meeting to address any questions or comments.

MPO staff recommends approval of the proposed Amendments to the Rules of the MPO.
