REQUESTED ACTION:

MOTION TO AUTHORIZE the Broward MPO Executive Director to Execute a Memorandum of Understanding between the Broward Metropolitan Planning Organization, the Miami-Dade Transportation Planning Organization, and the Palm Beach Metropolitan Planning Organization for Coordination of the 2055 Regional Transportation Plan and Related Activities

WHAT THIS ACTION ACCOMPLISHES:

Approval of this item will authorize the Broward MPO Executive Director to sign a Memorandum of Understanding (MOU) on behalf of the Broward MPO with the Miami-Dade Transportation Planning Organization (TPO) and the Palm Beach MPO to define roles and responsibilities for the coordination of the 2055 Regional Transportation Plan (RTP) and its related activities.

SUMMARY EXPLANATION/BACKGROUND:

The Broward MPO, Miami-Dade TPO, and Palm Beach MPO jointly comprise the Southeast Florida Transportation Council (SEFTC), which is responsible for long-range regional transportation planning across the tri-county area. To meet Federal and State requirements for regional transportation coordination, the three agencies prepare a unified RTP every five years.

The 2055 RTP will build on previous regional plans and will address long-term mobility needs, emerging transportation technologies, climate resilience, regional transit connectivity, freight and goods movement, and future land-use considerations. A formal MOU is required to establish roles, responsibilities, cost-sharing, data coordination procedures, and a unified schedule for developing the 2055 RTP. The MPOs/TPO will equally support the development of the 2055 RTP from a financial perspective. The total cost for the development of the 2055 RTP is $1,000,000 and the Broward MPO will commit to an equal share of $333,332 to support this effort.

The proposed MOU outlines the cooperative framework among the three MPOs/TPOs for producing the 2055 RTP by:
  • Defining responsibilities in data development, modeling, public outreach, and document preparation.
  • Establishing a coordinated timeline to ensure consistency with Federal and State planning cycles.
  • Outlining the partner funding schedule.
  • Supporting efficient use of public resources through collaborative work products and regional modeling tools.
  • Reaffirming SEFTC’s role as the regional coordinating body for Southeast Florida.
For the proposed MOU with the Broward MPO, Miami-Dade TPO and Palm Beach MPO, please see the Attachment. This MOU shall be in effect from the date that it is fully executed and will continue until it is terminated by the partners to allow for coordination of the RTP.

MPO staff will be available at the upcoming meeting to address any questions or comments on the proposed MOU.

MPO STAFF RECOMMENDATION(S):

MPO staff recommends approval of the authorization for the Broward MPO Executive Director to execute the proposed MOU between the Broward MPO, Miami-Dade TPO, and Palm Beach MPO.
