REQUESTED ACTION:

MOTION TO APPROVE Task Work Order No. 6 Between the Broward Metropolitan Planning Organization (BMPO) and Greater Fort Lauderdale Transportation Management Association (TMA) for Commute Broward Education and Advancement in an Amount Not to Exceed $49,992.58

WHAT THIS ACTION ACCOMPLISHES:

Approval of this item will provide staffing and resources for the Greater Fort Lauderdale TMA to promote and implement transportation demand management (TDM) strategies in Broward County through the Commute Broward program in partnership with the Broward MPO and Florida Department of Transportation (FDOT).

SUMMARY EXPLANATION/BACKGROUND:

On January 28, 2021, the MPO Board approved an Agreement for Administrative Services (found in Attachment 1) between the MPO and the Downtown Fort Lauderdale TMA, now the Greater Fort Lauderdale TMA. The TMA's current focus is on providing TDM and mobility management services to municipalities and other agencies in Broward, and the approved Agreement allows the MPO to draw upon these services by means of issued task work orders.

On July 1, 2021, the Executive Committee approved Task Work Order No. 1 between the MPO and the TMA for a TDM Study in an amount not to exceed $94,325 (found in Attachment 2). On October 13, 2022, the Board approved Task Work Order No. 2 for Public Outreach and Implementation of the TDM Study in an amount not to exceed $100,000 (found in Attachment 3). This Task Work Order established Commute Broward, a TMA/Broward MPO/FDOT joint program designed to advance an efficient commute for all in Broward. Commute Broward strives to advance commuting solutions for an improved quality of life in Broward and optimize Broward’s transportation network through collaborative strategies that support economic development and community prosperity. On November 2, 2023, the Board approved Task Work Order No. 3, also for $100,000, to continue Commute Broward (Attachment 4). On July 11, 2024, the MPO Board approved Task Work Order No. 4 (found in Attachment 5) for $100,000 to continue implementing the recommendations made in the TDM Study to change Broward residents' inclination to drive a private vehicle alone to work. Through this Task Work Order, the TMA worked with service providers, South Florida Commuter Services, and various transportation network companies (Uber, Lyft, etc.) and micromobility providers to market each of their services and trip benefits to the commuting public as a one-stop shop for transportation. In Task Work Order No. 5 (found in Attachment 6), approved June 12, 2025, the Broward MPO Board continued to fund ($49,986.45) the TMA as it expanded its outreach beyond the general commuting public to specifically engage human resource management professionals.

The proposed Task Work Order No. 6 continues the work that was initiated under Task Work Order No. 5 and focuses on increasing awareness of transportation options and delivering resources to enhance commuting convenience, strengthen employer-employee relationships, and support talent attraction and retention. These elements are part of the larger TDM strategy facilitated through the Commute Broward program.

For Task Work Order No. 6, please see Attachment 7. The Task Work Order provides for the services mentioned above until June 30, 2027, at a cost not to exceed $49,992.58. At the upcoming meeting, MPO and TMA staff will be available to address any questions or comments.

MPO STAFF RECOMMENDATION(S):

MPO staff recommends approval of the proposed Task Work Order No. 6 with the Greater Fort Lauderdale TMA for Commute Broward Education and Advancement in an amount not to exceed $49,992.58.
