MOTION TO APPROVE Amendments to the Fiscal Year (FY) 2022 - 2026 Transportation Improvement Program (TIP):

A. Florida Department of Transportation (FDOT) - Roll Forward Report With Staff Recommendations

B. Changes to Florida's Turnpike Enterprise (FTE) Projects

WHAT THIS ACTION ACCOMPLISHES:

Approval of the proposed Amendments will:
  1. "Roll forward" projects from the current FDOT Work Program into the newly approved FY 2022 - 2026 (FY 2022) TIP (approved by the MPO Board on July 8, 2021) as part of a routine, annual process.
  2. Change the project limits for FM# 4379901 and 4379903 from MP 47.2 -54.16 to MP 47.2 -47.9.

SUMMARY EXPLANATION/BACKGROUND:

A. Florida Department of Transportation (FDOT) - Roll Forward Report with Staff Recommendations
 
The proposed Amendment A, requested by FDOT on July 2, 2021, would add the FY 2022 Roll Forward Report into the MPO’s newly adopted FY 2022 TIP. Amending the Roll Forward Report into the TIP is a routine, annual process that ensures the new TIP (approved by the MPO Board on July 8, 2021) is internally consistent with FDOT's Work Program. Projects included in the Roll Forward Report were not, for various reasons, authorized and encumbered prior to June 30, 2021, and therefore automatically "roll forward" into the next fiscal year's Work Program. However, projects do not automatically roll forward into the TIP, but rather are added through this amendment process. The Roll Forward Report is considered the first amendment to a newly adopted TIP. The FY 2022 Roll Forward Report, with MPO staff recommendations, is included in Attachment 1, and is also available here: https://browardmpo.org/core-products/transportation-improvement-program-tip.
 
Prior to adoption, MPO staff is recommending the removal of three projects and the modification of four projects in the proposed Roll Forward Report TIP Amendment:
 
Removal - Based on internal review and coordination with our partner agencies, the Broward MPO identified three projects that were fully funded or obligated and no longer need to be "rolled forward." In order to prevent these three projects from automatically rolling forward into the TIP along with the other projects in the Work Program, MPO staff is recommending that they be removed from the Roll Forward Report TIP Amendment:
 
  1. Remove FM# 445442-1, RESILIENCE PROG - STRUCTURAL IMPROV AT TRI-RAIL MANGONIA PRK STATION - This was obligated in grant FL-2020-093-00 and was executed on August 27, 2020. For details of the project, please refer to the red box on page 61 of Attachment 1. 
  2. Remove FM 445443-1, RESILIENCE PROGRAM-BACK UP PHONE SYSTEM/BACK UP CIRCUIT PROJECT - This was obligated in grant FL-2020-093-00 and was executed on August 27, 2020. For details of the project, please refer to the red box on page 61 of Attachment 1.
  3. Remove FM# 434686-1, NE BROWARD MOBILITY PROJECT-POMPANO BCH/ DEERFIELD BCH - These funds have been released as of June 17 due to project completion. FDOT recommends removing it from the Roll Forward Report. For details of the project, please refer to the red box on page 61 of Attachment 1. 
Modification - To reflect CARES funds for three projects that the Board approved in the FY 2022 TIP, MPO staff is recommending that phases supported by CARES for the three projects are added to the Roll Forward Report TIP Amendment. Additionally, to reflect funds that have been obligated for a South Florida Regional Transportation Authority (SFRTA) project, the funding amount for FY 2022 is modified in the proposed FY 2022 Roll Forward Report TIP amendment.
  1. Modify FM# 429576-7, SR-7/US-441 TRANSIT CORRIDOR IMPROVEMENTS GROUP/PRIORITY 7 - Construction phase with $4,160,787 in CARES funds included in the adopted FY 2022 TIP is added in the Roll Forward Report TIP Amendment. The project is presented in the red box on page 7 of Attachment 1 and the modified project is included on page 1 of Attachment 2.
  2. Modify FM# 429576-8, SR-7/US-441 TRANSIT CORRIDOR IMPROVEMENTS GROUP/PRIORITY 8 - Construction phase with $3,782,602 in CARES funds included in the adopted FY 2022 TIP is added in the Roll Forward Report TIP Amendment. The project is presented in the red box on page 7 of Attachment 1 and the modified project is included on page 2 of Attachment 2.
  3. Modify FM# 439891-5, SR-869/SW 10TH STREET CONNECTOR TSM&O SMART WORK ZONE - Design and Build phase with $2,395,589 in CARES funds included in the adopted FY 2022 TIP is added in the Roll Forward Report TIP Amendment. As a result, funding amount for Design and Build phase funded by ACNP changes from $19,194,350 to $16,798,761. The project is presented in the red box on page 26 of Attachment 1 and the modified project is included on page 3 of Attachment 2.
  4. Modify FM# 435688-1, SFRTA CAPITAL SECTION 5339 BUS AND BUS FACILITIES (Section: FLA.Rail.ENT.) - This grant is FL-2020-095-00, which covers FY 2017 ($464,511), 2018 ($641,560) and 2019 ($577,081) and totals $1,683,152. This was obligated on August 28, 2020. The funding amount for FY 2022 changes from $3,228,645 to $1,545,493. The project is presented in the red box on page 63 of Attachment 1 and the modified project is included on page 4 of Attachment 2.
No other projects in the Roll Forward Report will be affected by these proposed changes.

B. Changes to Florida's Turnpike Enterprise (FTE) Projects
 
The proposed Amendment B, requested by Florida’s Turnpike Enterprise (FTE) (on July 23, 2021), would change the project limits for FM# 437990-1 and 437990-3 from MP 47.2 -54.16 to MP 47.2 -47.9. FTE has separated existing projects into smaller-sized individual lengths to enhance the quality and efficiency of project management. Funding changes have already taken place but the project limit description changes need to be reflected in the TIP. COMMITTEE RECOMMENDATION(S):

The Technical Advisory Committee and Citizens' Advisory Committee recommend approval of the proposed TIP Amendments.

MPO STAFF RECOMMENDATION(S):

MPO staff recommends approval of the proposed TIP Amendments. Questions and comments will be addressed at the meeting.
