MOTION TO APPROVE :

A.)  Agreement Between the Broward Metropolitan Planning Organization and Whitehouse Group, Inc. for Advancing Strategic Initiatives RFP No. 22-02 in an Amount Not to Exceed $2,000,000

B.) Task Work Order No. 1 Between the Broward Metropolitan Planning Organization (BMPO) and Whitehouse Group, Inc. for the Strategic Business Plan Update in an Amount Not to Exceed $90,768.24
 

Approval of this item will allow the MPO to enter into an agreement with Whitehouse Group to provide consultant services for Advancing Strategic Initiatives and begin updating the Strategic Business Plan as documented within the current Unified Planning Work Program (UPWP).

A.) To ensure the implementation of the Strategic Business Plan, MPO staff retained consultant services on an as-needed basis to augment existing staff resources and to advance the MPO's Strategic Initiatives developed by the MPO Board as documented within the Strategic Business Plan (adopted June 11, 2020).

The MPO is proposing a new agreement for Advancing Strategic Initiatives which will, through the use of consultant services, assist and support the MPO Board and staff in the following key areas including, but not limited to:

1. Position the MPO for change by updating the Strategic Business Plan (Task Work Order No. 1) including the Mission and Vision;
2. Support the MPO Board by providing training, facilitating the annual Board Engagement Forum, developing new policies and procedures, and identifying possible new business lines to enhance the MPO's assistance to member governments;
3. Support the MPO's management team by reviewing staffing levels, skill sets and other resources required to implement the Strategic Business Plan, keeping in mind the growing organization and succession planning; and
4. Strengthen the MPO's position in regional, statewide, and national efforts and identify areas where the MPO can lead in cutting-edge projects and programs.

The MPO shall request these consultant services on an as-needed basis. There is no guarantee that any or all of the services described in the Scope of Services will be assigned during the term of the Agreement. The MPO may, at its sole option, elect to have any or none of the services assigned.

On January 11, 2022, the Broward MPO issued the RFP for Consultant Services for Advancing Strategic Initiatives (RFP 22-02). The MPO received one response to the RFP by Whitehouse Group, Inc. An Evaluation and Selection Committee was created to review, evaluate, and rank the response. The Committee was composed of three Broward MPO staff members. On February 16, 2022, MPO staff evaluated the proposal, evaluated the scores, and recommended to the Executive Director that contract negotiations begin with Whitehouse Group.

For the proposed Agreement with Whitehouse Group, please see Attachment 1. The Agreement provides for the services mentioned above at a cost not to exceed $2,000,000 with an initial term of three years with options for two one-year extensions. 

B.) The MPO's Strategic Business Plan gathers feedback from the MPO Board at the annual Board Engagement Forum and lays out an achievement framework to outline the future opportunities for the MPO based on current core responsibilities, innovative opportunities for growth, and long-term visionary opportunities. The plan includes both two and five-year success markers based on direct feedback from the MPO Board and establishes an adaptive framework for addressing emerging issues.

The MPO is proposing a Task Work Order under the Advancing Strategic Initiatives Agreement mentioned above that will provide consultant services through Whitehouse Group to support MPO staff as they begin updating the Strategic Business Plan as documented within the current UPWP. The Task Work Order provides for these services no later than eight months from the Notice to Proceed at a cost not to exceed $90,768.24. For the proposed Task Work Order with Whitehouse Group, please see Attachment 2.

B.) MPO staff recommends approval of the proposed Task Work Order with Whitehouse Group for the Strategic Business Plan Update in an amount not to exceed $90,768.24.
