Draft 2050 Metropolitan Transportation Plan (MTP) Scope of Services
SUMMARY EXPLANATION/BACKGROUND:
In accordance with 23 CFR § 450.324, Metropolitan Planning Organizations (MPOs) are required to develop a Metropolitan Transportation Plan (MTP) every five years (in attainment areas). The MTP must address no less than a 20-year planning horizon and "shall include both long-range and short-range strategies/actions that provide for the development of an integrated multimodal transportation system (including accessible pedestrian walkways and bicycle transportation facilities) to facilitate the safe and efficient movement of people and goods in addressing current and future transportation demand" based "on the latest available estimates and assumptions for population, land use, travel, employment, congestion, and economic activity." The Broward MPO approved its most recent 2045 MTP on December 9, 2019 and will be required to adopt a new MTP (with a new 2050 planning horizon) by December 9, 2024.
In preparation for this update, Broward MPO staff has started drafting a scope of services for the development of the 2050 MTP. The draft scope of services addresses the MTP requirements outlined in 23 CFR § 450.324 and the Federal Highway Administration's (FHWA's) planning emphasis areas. The scope of work includes 15 tasks for the development of the 2050 MTP including Public Involvement, Goals/Objectives/Measures, Socio-Demographic Analyses, Transportation Demand Modeling, Transportation Needs Assessment, Project Prioritization, MTP Emphasis Areas, Equity Assessment, and Cost Feasible Plan development. Based on the guidance received by FHWA and the Federal Transit Administration, the 2050 MTP will focus on four key emphasis areas: Safety, Resiliency, Emerging Technologies, and Housing Attainability/Accessibility. Tentatively, Broward MPO staff anticipates advertising the draft scope of work in the spring of 2022, selecting a consultant in the summer of 2022, and beginning the 2050 MTP development process in the fall of 2022.
The 2050 MTP Draft Scope of Services can be found in Attachment 1. Broward MPO staff is seeking feedback on the 2050 MTP Draft Scope of Work and has set March 25, 2022 as the deadline for comments. Broward MPO staff will provide an overview presentation at the meeting, which can be found in Attachment 2.
