REQUESTED ACTION:
Draft Fiscal Year (FY) 2022/23 - FY 2023/24 Unified Planning Work Program (UPWP) Update
SUMMARY EXPLANATION/BACKGROUND:
The UPWP is a statement of work identifying the planning priorities and activities to be carried out within a metropolitan planning area. The FY 2022/23 - FY 2023/24 UPWP covers two years starting on July 1, 2022 and ending on June 30, 2024. In addition to the Transportation Improvement Program and the Metropolitan Transportation Plan, the UPWP is required to maintain MPO federal and state certification.
As an outline of staff activities and efforts, the UPWP serves as a two-year annual budget of time and funding requirements. Tasks are provided that identify the required activities to achieve objectives, along with associated work products and previous major accomplishments. In addition, financial participation by funding agencies and the responsible agencies for completing each task are identified. The UPWP also documents federal, state, and local participation in the continuing, comprehensive and cooperative transportation planning process. This process includes the wider region, reflecting the MPO's broader responsibilities as one of three MPOs designated for a single urbanized area known as the Miami Urbanized Area.
Last month, MPO staff requested input regarding activities, subjects, and/or planning studies for consideration in the upcoming UPWP. With this input, the Draft FY 2022/23 - FY 2023/24 UPWP is developed in accordance with federal and state guidance. Please note that if some feedback/input received is not necessarily applicable to MPO functions, MPO staff takes steps to forward this input to appropriate partner agencies for consideration. Alternatively, applicable feedback will be considered for the MPO's competitive planning grant program, known as the Planning Technical Assistance Program. This new Program went live on February 6, 2020 and is similar to the Complete Streets and other Localized Initiatives Program, but for planning efforts and studies. Other feedback received, including non-MPO planning activities, will be incorporated into the UPWP where feasible or transmitted to MPO staff for follow up.
The Draft FY 2022/23 - FY 2023/24 UPWP will be available for review prior to the February 23, 2022 Technical Advisory Committee (TAC) and Citizens' Advisory Committee (CAC) meetings at http://browardmpo.org/index.php/core-products/budget-upwp. The Draft UPWP will soon be submitted to federal and state funding agencies for review and comment. The Final FY 2022/23 - FY 2023/24 UPWP, incorporating federal and state review comments, will be provided for consideration at the April 27, 2022 TAC and CAC meetings. The MPO will take final action at the May 12, 2022 meeting and the Final UPWP will be submitted to funding agencies for final approval. Federal and state approval of the Final UPWP is expected by June 30, 2022.
