REQUESTED ACTION:
MOTION TO APPROVE an Agreement for Services Between the Broward Metropolitan Planning Organization and the Metro Transportation Engineering & Construction Cooperative
WHAT THIS ACTION ACCOMPLISHES:
Approval of this item will allow the MPO to provide administrative services related to the development and delivery of transportation projects to the Metro Transportation Engineering & Construction Cooperative (MTECC).
SUMMARY EXPLANATION/BACKGROUND:
At its April 2022 Board Meeting, the MPO Board approved Interlocal Agreements with the municipalities of Plantation, Pompano Beach and Hollywood, creating a separate legal entity and establishing MTECC for the purpose of administering both Federal Aid Projects and transportation projects completed without the use of Federal funding (Local Projects). The newly formed MTECC will initially not be staffed, and will rely on the MPO to provide it with industry-leading professional services as the most efficient means to deliver transportation projects. The services may include, but not be limited to, MTECC Board support services, procurement services, accounting and banking services, planning services and information technology services. In addition, the MPO shall make available to MTECC Optional Services, on an as-needed basis, upon MTECC issuance of a negotiated written task authorization acceptable to both parties. For Optional Services under the proposed Agreement, MPO staff will follow the approval thresholds regarding the issuance of task work authorizations found in the MPO's Procurement Rules.
For the proposed Agreement with MTECC, please see Attachment 2. Approval by both parties of this Agreement between the MPO and MTECC will constitute the mechanism for the provision of said services. The term of the Agreement is for a period of five years, with three additional renewal terms of five years each upon the mutual written assent of the parties. Questions and comments will be addressed at the upcoming meeting.
