REQUESTED ACTION:
MOTION TO APPROVE a Resolution Recommending That Broward County Be Re-designated as the Community Transportation Coordinator (CTC)
WHAT THIS ACTION ACCOMPLISHES:
Florida Statutes (FS), Chapter 427 requires the MPO, as the designated official planning agency for Broward's Transportation Disadvantaged program, to recommend a qualified CTC to the Florida Commission for the Transportation Disadvantaged (CTD) every five years.
SUMMARY EXPLANATION/BACKGROUND:
Broward County is the designated CTC for Broward County. The County's Transportation Department (Broward County Transit) is the County agency providing services. In most large urban areas, the local transit agency provides these services in the most cost-effective and efficient manner without the duplication of services. In order to demonstrate their interest in remaining the CTC for Broward, the Broward County Board of County Commissioners approved a resolution at their March 15, 2022 meeting which requests that the Broward MPO recommend the County as the CTC. For this resolution, as well as a related letter from the director of the County's Paratransit Division, please see Attachment 1.
The MPO's Local Coordinating Board (LCB) annually evaluates the performance of the CTC as set forth in FS 427. The LCB review committee last conducted an evaluation of the CTC on April 18, 2022 and found Broward County to be in compliance with CTD and local standards. On May 9, 2022, the LCB reviewed and voted on the results of this evaluation and made a recommendation for Broward County to continue as the CTC. Final local approval of the re-designation of Broward County as the CTC will take place at the MPO Board meeting on May 12, 2022. For the proposed MPO resolution that recommends Broward County be re-designated as the CTC for Broward, please see Attachment 2. Final review and overall approval by the CTD is scheduled for May 24, 2022.
