REQUESTED ACTION:

MOTION TO APPROVE Amendments to the Rules of the Broward Metropolitan Planning Organization (BMPO)

WHAT THIS ACTION ACCOMPLISHES:

Approval of this item will amend the Rules of the Broward MPO in order to allow the Broward Sheriff's Office (BSO) to appoint a voting representative to the MPO's Technical Advisory Committee (TAC) as well as allow the MPO's Complete Streets Advisory Committee (CSAC) to hold their meetings quarterly.

SUMMARY EXPLANATION/BACKGROUND:

MPO staff is requesting Amendments to the Rules of the MPO that would allow a new agency, BSO, to join the MPO's TAC and appoint a representative of its choosing to the Committee. Some advantages of having BSO on the TAC include greater coordination with law enforement as well as a perspective from "in the field" that can help identify potential issues early on with proposed projects and improvements. All Members of the TAC have voting privileges. For the proposed Amendments related to this change in the Rules of the Broward MPO, please see sections 5.01.1 and 5.01.2 in the Attachment.

In addition to the change proposed above, MPO staff would also like to take this opportunity to amend the Rules to allow the MPO's CSAC to begin holding quarterly meetings (as opposed to every other month). This is being done to allow for more time to identify presenters and topics of interest and should lead to more robust CSAC agendas in the future. For the proposed Amendments related to this change in the Rules of the Broward MPO, please see section 8.03.1 in the Attachment.

All proposed Amendments to the Rules are shown using the "strikethrough-and-underline method." To approve an amendment to the Rules, pursuant to Rule 12.0 of the Broward MPO, the Board is required to approve any such amendment by a 2/3 vote of those Board members who are present and authorized to vote at the Board meeting. Staff will be present at the upcoming meeting to address any questions or comments.

MPO STAFF RECOMMENDATION(S):

MPO staff recommends approval of the proposed Amendments to the Rules of the MPO.
