REQUESTED ACTION:

Local Funded Regionally Significant Projects for Fiscal Year (FY) 2023-2027 Transportation Improvement Program (TIP)

SUMMARY EXPLANATION/BACKGROUND:

This item serves as an announcement that Broward MPO staff will soon send a formal request via e-mail with deadlines and an Excel file to provide project characteristics for any local funded regionally significant projects for the development of the FY 2023-2027 TIP.

The MPO is required by Federal law to annually update its TIP. In accordance with federal law governing development and content of the TIP (§450.326), the TIP shall include all regionally significant projects proposed to be funded with Federal funds other than those administered by the Federal Highway Administration or the Federal Transit Administration, as well as all regionally significant projects to be funded with Non-Federal Funds.

According to the Federal law, 23 CFR § 450.104, a regionally significant project means a transportation project (other than projects that may be grouped in the TIP and/or State Transportation Improvement Program or exempt projects as defined in the Environmental Protection Agency's transportation conformity regulations [40 CFR part 93, subpart A]) that is on a facility that serves regional transportation needs (such as access to and from the area outside the region; major activity centers in the region; major planned developments such as new retail malls, sports complexes, or employment centers; or transportation terminals) and would normally be included in the modeling of the metropolitan area's transportation network. At a minimum, this includes all principal arterial highways and all fixed guide-way transit facilities that offer an alternative to regional highway travel.

Including local funded regionally significant projects in the TIP is important for establishing planning consistency to leverage federal discretionary funding (i.e., grants) and to enhance coordination with other transportation planning partners.
