REQUESTED ACTION:
MOTION TO APPROVE a Second Amendment to Interlocal Agreement Between the Broward Metropolitan Planning Organization and City of Fort Lauderdale for Administrative Services
WHAT THIS ACTION ACCOMPLISHES:
Approval of the Second Amendment to the Interlocal Agreement (ILA) between the MPO and the City of Fort Lauderdale will allow a continuation of financial related services for one more year.
SUMMARY EXPLANATION/BACKGROUND:
To support the recent growth and expansion that has taken place at the MPO in recent years, the MPO has moved its accounting functions (accounts payable/receivable, payroll, etc.) in house and has switched to a new information technology (IT) solution. These services were formerly provided by the South Florida Regional Transportation Authority. In order to have the capital necessary to accommodate the MPO growth and to make adjustments for the internalization of accounting and IT services, the MPO established a "Cost Center" with the City of Fort Lauderdale through an ILA (approved by MPO Board on September 10, 2015).
The Cost Center created with the City allows funds to be stored, in an amount no greater than $3,000,000, for the MPO to use for its operations and other financial obligations. It is the responsibility of the MPO to reimburse the City upon receipt of funds from Federal, State, and local grantors. In addition, the MPO pays a fee to the City $10,500 quarterly for the use of this "account" and related services. To view the ILA with the City of Fort Lauderdale, please see Attachment 1. The proposed Second Amendment to the existing ILA (provided in Attachment 3) will serve to extend the term of the Agreement for an additional one (1) year. This extension provides for an optional renewal of the Agreement should both parties wish to continue the arrangement. The Broward MPO is anticipating Federal and State funding that should be able to act as our own "Cost Center." These funds are currently anticipated to arrive in year two of our two-year budget. When these funds arrive, the MPO will have the option to transition to a process of independent grant reimbursement.
