Approval of this action will provide a recommendation to the MPO Board to approve the Federal, State, and locally funded transportation projects (approximately $5.3 billion) that appear within the FY 2023-2027 TIP.

The adoption of the TIP is the last stage of the MPO's annual project programming cycle. Each year, the MPO assigns project priorities as part of the approval of the Multimodal Transportation Priorities List (MMPL). After MPO approval, Florida Department of Transportation (FDOT) staff programs/funds as many of the high-priority projects as feasible into the State’s Draft Tentative Work Program. This programming/funding by FDOT takes several months. The Work Program is then typically reviewed and approved by the MPO in October or December. Following the MPO’s approval of the Work Program, along with any necessary revisions, FDOT District Four and Florida’s Turnpike Enterprise finalize their respective Work Programs, typically in April each year. The MPO’s TIP is then developed to reflect the projects in the final Work Programs that are based upon the MPO’s approved project priorities from the MMPL, which was approved the previous year. The TIP currently being considered is based on the MMPL approved by the MPO Board in June of 2021 and the Work Program approved in November of 2021.

The FY 2023-2027 TIP lists 432 projects alphabetically (excluding fully locally funded projects and Mobility Hub projects funded by the Federal Transit Administration under implementation) with Federal, State, county, and local funds (totaling about $5.3 billion) and organizes projects into 16 categories such as aviation, highways, seaport, rail, and transit. For details, please refer to the Draft FY 2023-2027 TIP posted on the Broward MPO website at: https://browardmpo.org/core-products/transportation-improvement-program-tip. In addition, there are 49 projects included in the previous TIP that have "graduated" (or have been fully funded) and have moved into implementation. Following the Technical Advisory Committee (TAC) and Citizens' Advisory Committee (CAC) approval of the Draft FY 2023-2027 TIP on June 22, 2022, the Broward MPO received a comment from FDOT regarding project FM# 4378324 - SR-93/I-75 FROM SHERIDAN STREET TO GRIFFIN RD. AUX LANES. FDOT requested $3,035,091 ACNP (Advance Construction Interstate Maintenance, Bridge Replacement, National Highway-MAP 21) of additional funds to support the construction phase in FY 2023.

Public meetings for the Draft TIP were held at the MPO's TAC and CAC meetings on June 22, 2022, and will be held at the MPO Board meeting on July 14, 2022 to provide the public with three opportunities to make verbal comments. The TAC and CAC recommend approval of the Draft FY 2023 - 2027 TIP.

MPO staff recommends approval of the Draft TIP. MPO and FDOT staff will be available at the meeting to address questions and comments.
