REQUESTED ACTION:
MOTION TO RECOMMEND BROWARD MPO ACCEPT the Congestion Management Process (CMP)
WHAT THIS ACTION ACCOMPLISHES:
Approval of this item will recommend that the MPO Board accept the CMP, allowing it to progress into the implementation and monitoring phases to measure performance, manage data, and systematically analyze alternative strategies.
SUMMARY EXPLANATION/BACKGROUND:
The Broward MPO staff have spent the last 12 months developing a comprehensive CMP, which is a systematic and regionally-accepted approach for managing congestion. A CMP is required in metropolitan areas with populations exceeding 200,000, and is to be developed and implemented as an integrated part of the metropolitan transportation planning process.
The CMP provides accurate, up-to-date information on Broward's transportation system performance and assesses alternative strategies for congestion management that meet State and local needs. It uses an objective-driven, performance-based approach to planning for congestion management. Through the use of congestion management objectives and performance measures, the CMP provides a mechanism for ensuring that investment decisions are made with a clear focus on the most congested areas and achieve maximum benefit by targeting the region's investments. This approach involves screening strategies using objective criteria and relying on system performance data, analysis, and evaluation. MPO staff will make a presentation at the upcoming meeting to discuss the work that has been done for the CMP, seek feedback, and request acceptance of the CMP prior to advancing CMP projects/corridors into the MPO's Metropolitan Transportation Plan and Transportation Improvement Program processes.
