REQUESTED ACTION:
MOTION TO RECOMMEND BROWARD MPO ACCEPT the Transportation Demand Management (TDM) Study
WHAT THIS ACTION ACCOMPLISHES:
Approval of this motion will recommend that the MPO Board accept the results of the Downtown Fort Lauderdale Transportation Management Association (TMA) TDM Study and allow for implementation of the Study recommendations.
SUMMARY EXPLANATION/BACKGROUND:
The Broward region is one of the most exciting places in the world to live, work and play. Broward is in the middle of the fourth largest metropolitan area in the nation with a vibrant economy, beautiful beaches, lush landscape, a tropical climate and one of the most ethnically diverse populations in the entire country (2020 US Census). As the population and tourism continue to grow, and the roadway network approaches capacity, there is a need for a TDM Study to focus on strategies to manage demand and assure safe and equitable access to transportation.
TDM is defined by the Federal Highway Administration as a set of strategies aimed at maximizing traveler choices. Traditionally, it has been narrowly defined as commuter ride sharing and its planning application restricted to air quality mitigation (conformity analysis), development mitigation (reducing trip generation rates and parking needs), or efforts to increase multi-modalism in transportation plans. Now, managing demand focuses on providing travelers, regardless of whether they commute alone or not, with travel choices, such as work location, route, time of travel, and mode, so that these choices are effective in improving travel reliability.
On January 28, 2021, the MPO Board approved an agreement for administrative services between the Broward MPO and the Downtown Fort Lauderdale TMA. The TMA has repositioned itself to focus on providing transportation demand management and mobility management services to municipalities and other agencies in the Greater Fort Lauderdale area. On July 1, 2021, the Executive Committee approved Task Work Order (TWO) No. 1 between the MPO and the TMA for a TDM Study in an amount not to exceed $94,325. On September 9, 2021, the Executive Committee approved TWO No. 21 between the MPO and Kimley-Horn & Associates, Inc. for consultant services in support of the TDM Study for an amount not to exceed $165,000.
The result of the TDM Study is an Implementation Plan including the Vision and Mission of the program and a Strategic Action Plan. Through extensive outreach to transportation providers, users, and private stakeholders, this effort identified a program tailored specifically for Broward with a focus on Efficiency, Equity, and Sustainability. The Action Plan identifies the foundational strategies for the first two years of the program and sets forth goals and objectives for the future of the program.
At the upcoming meeting, MPO staff will provide a presentation, found in the Attachment, that will review the TDM methods and strategies the Broward MPO has discovered, developed, and refined, as well as the Implementation Plan necessary for travel alternatives effectiveness. Staff will request a motion to accept the results of the TDM Study which would allow for the implementation of the Study recommendations. Questions and comments will be addressed at the meeting.
