I. FM# S500461: SNAKE ROAD RECONSTRUCTION - MICCOSUKEE TRIBE (EVERGLADES)
WHAT THIS ACTION ACCOMPLISHES:
Approval of this action will amend nine projects in the adopted FY 2023 - 2027 TIP. No other projects in the TIP will be affected by the proposed Amendments.
SUMMARY EXPLANATION/BACKGROUND:
The seven TIP amendments below (items A-G) were deferred at the January 22, 2023 Citizens' Advisory Committee meeting pending additional information from the Florida Department of Transportation (FDOT). In addition to the deferred amendments, FDOT is requesting to amend one Mobility Hub project in the FY 2023-2027 TIP. Details for the eight projects are presented below.
A. FM# 450866-1: WEST LAKE DRIVE AT LUCILLE RIVER BRIDGE #865773
The project provides $939,090 GENERAL FUND BRIDGE OFF-SYSTEM (GFBZ) funds and $311,363 Local Funds (LF) to support a preliminary engineering (PE) phase for replacing the bridge.
B. FM# 450867-1: WEST LAKE DRIVE AT MERCEDES RIVER BRIDGE #865774
The project provides $775,520 GFBZ funds and $256,840 LF to support a PE phase for replacing the bridge.
C. FM# 450868-1: WEST LAKE DRIVE AT ESTELLE RIVER BRIDGE #865771
The project provides $678,806 GFBZ funds and $224,602 LF to support a PE phase for replacing the bridge.
D. FM# 450870-1: SE 7TH STREET AT RIO CORDOVA BRIDGE #865760
The project provides $696,075 GFBZ funds and $230,359 LF to support a PE phase for replacing the bridge.
E. FM# 444259-1: SR-93/I-75 ELECTRIC VEHICLE CHARGING PROGRAM – PHASE 1
The purpose of this project is to start phase one of the Electric Vehicle Charging Program. The project provides $900,000 and $1,700,000 GENERAL FUND EVEHICLE CHARGING PROGRAM funds for FY 2023 and FY 2024, respectively, to install e-vehicle charging stations at I-75 & Miccosukee Service Plaza.
F. FM# 452226-1: STATEWIDE RUMBLE STRIP (SWRS) – SYSTEM RUMBLE STRIPS - SOUTHERN DISTRICT 4
The amendment provides $75,000 Advanced Construction Safety (ACSS) funds to support installing roughly 209 miles of rumble strips on the shoulders of high-speed state roadways (50 mph and above) in Palm Beach and Broward Counties. Since the project is a Districtwide project, it should be included in all District Four MPO’s TIPs.
G. FM# 452227-1: SWRS – SYSTEM RUMBLE STRIPS - NORTHERN DISTRICT 4
The project provides $25,000 ACSS funds to support installing roughly 84 miles of rumble strips on the shoulders of high-speed state roadways (50 mph and above) in Martin, St. Lucie and Indian River. Since the project is a Districtwide project, it should be included in all District Four MPO’s TIPs.
H. FM# 4358085: SR-9/I-95 MOBILITY HUB AT CYPRESS CREEK
The amendment proposes to increase the cost from $5,230,836 to $8,476,720, and to advance the Rail Road & Utilities phase from FY 2024 to FY 2023.
The Federal Highway Administration (FHWA) is requesting to add the Snake Road Reconstruction Miccosukee Tribe (Everglades) project to the FY 2023 - 2027 TIP. Details for the project are presented below.
I. FM# S500461: SNAKE ROAD RECONSTRUCTION - MICCOSUKEE TRIBE (EVERGLADES)
The FHWA Tribal Transportation Program team works in consultation with Tribal Governments to achieve transportation planning on Tribal lands. A Tribal Transportation Program Agreement between the U.S. Department of Transportation and a Tribe provides an understanding that Tribal Governments inherit "all the functions and duties that the Secretary of Interior would have performed (Chapter 2 of Title 23, USC)." As per this legislation, a major planning effort FHWA has approval authority on, in partnership with a Tribe, is the development of an annual Tribal Transportation Program Transportation Improvement Program (TTPTIP) derived from a list of eligible projects approved under a Tribe's individual TIP. The transportation planning process on Tribal lands as a whole is carried out by the Tribal Government's staff. The TTPTIP only includes funding information from the previous fiscal year (FY 22) since FHWA does not begin coordinating with Tribal governments until the first quarter of each fiscal year and works through the end of the fiscal year to compile the information for the published TTPTIP.
FHWA is requesting to add the Snake Road Reconstruction-Miccosukee Tribe project to the FY 2023 - 2027 TIP. The project is included in the TTPTIP for FY 2022 and should be included in the Broward MPO's FY 2023-2027 TIP in order to maintain consistency between the programs. The project is led by the Miccosukee Tribe of Indians.
