REQUESTED ACTION:

DRAFT Fiscal Year (FY) 2024 Multimodal Transportation Priorities List (MMPL)

SUMMARY EXPLANATION/BACKGROUND:

The MMPL is a core product of the MPO that serves as a bridge between the MPO’s Metropolitan Transportation Plan (MTP) and the Transportation Improvement Program (TIP). The MPO is required to develop an MMPL in coordination with Florida Department of Transportation (FDOT) District Four planning staff and local partners to set funding priorities for Federal and State funds within our region. The List is submitted to FDOT District Four annually by August 1 (s.339.175 (8)(a) and (b), F.S.). FDOT uses the MMPL to develop the Draft Tentative Work Program that is presented to the MPO each fall, which in turn is used to develop the following year's TIP. The FY 2024 MMPL will be used to develop the FY 2025-2029 Draft Tentative Work Program and the FY 2025-2029 TIP.
  
Only projects contained in the Cost Feasible Plan of the MTP are eligible for inclusion on the MMPL. The Cost Feasible Plan for the 2045 MTP was approved by the MPO Board on December 12, 2019 as part of the overall 2045 MTP document and last amended on February 9, 2023 (Amendment No. 03). It includes six funding programs and established percentage allocations for the MPO's attributable funding in order to account for the region's multimodal transportation needs. The six funding programs and their associated allocations are:

The FY 2024 MMPL has been structured to reflect the MTP funding programs above plus support of the Board-adopted Unified Planning Work Program. This year, the Broward MPO continued to use funding program thresholds based on MPO attributable funding availability for each funding program to ensure funds are programmed based on the percentages defined in the table above. To facilitate project delivery, the MMPL emphasizes a “Program Ready” concept. Program Ready means that a project includes a clear scope of work, an approved resolution (for projects administered via FDOT's Local Agency Program [LAP], the resolution must also include FDOT-specific LAP language), a cost estimate, and collaboration with partners. Projects that meet all four criteria are eligible for funding.

MPO staff will make a presentation (provided in Attachment 3) at the meeting in order to solicit feedback on the MMPL. Questions and comments will be addressed at that time.
