MOTION TO RECOMMEND BROWARD MPO APPROVE Amendments to the Fiscal Year (FY) 2024-2028 Transportation Improvement Program (TIP):

A. Florida Department of Transportation (FDOT) - Roll Forward Report With Staff Recommendations

B. Amend Three Projects in the FY 2024 TIP
  1. FM# 4481061 NW 21 AVE FROM NW 26 ST TO SR-816/OAKLAND PARK BLVD
  2. FM# 4462001 SR-820/PINES BLVD FROM I-75 NORTH ON-RAMP TO E OF NW 118TH AVE
  3. FM# 4485771 SR-A1A FROM BOUGANVILLA TERRACE TO HARRISON STREET
C. Add One Project
  1. FM# 2024002 Broward Regional Safe Streets and Roads for All Action Plan

WHAT THIS ACTION ACCOMPLISHES:

Approval of the proposed TIP Amendments will "roll forward" projects from the current FDOT Work Program into the newly approved FY 2024 - 2028 (FY 2024) TIP (approved by the MPO Board on July 13, 2023) as part of a routine, annual process; amend three projects into the existing FY 2024 TIP; and add one new project into the existing FY 2024 TIP.

SUMMARY EXPLANATION/BACKGROUND:

A. Florida Department of Transportation (FDOT) - Roll Forward Report with Staff Recommendations

The proposed Amendment, requested by FDOT, aims to incorporate the FY 2024 Roll Forward Report into the recently adopted FY 2024 TIP of the MPO. This addition is a regular, annual process that ensures internal consistency between the newly approved TIP by the MPO Board on July 13, 2023 and FDOT's Work Program, which was approved by the MPO Board on December 8, 2022.

Projects listed in the Roll Forward Report were not authorized and encumbered before June 30, 2023 and are therefore automatically carried forward into the next fiscal year's Work Program. However, this automatic rollover does not apply to the TIP, and projects are instead incorporated through this amendment process. As the first amendment to the newly adopted TIP, the FY 2024 Roll Forward Report, along with MPO staff recommendations, is included in Attachment 1. Prior to adoption, MPO staff recommends the removal of four projects and the modification of five projects in the proposed Roll Forward Report TIP Amendment:

Removal - Following internal review and coordination with our partner agencies, the Broward MPO has identified four projects that are no longer required to be "rolled forward." To prevent these specific projects from automatically being included in the TIP along with the other projects in the Work Program, MPO staff recommends their removal from the Roll Forward Report TIP Amendment.
  1. FM# 4215481, I-75 AT ROYAL PALM BLVD-PARK AND RIDE - On June 11, 2020, the MPO Board made the decision to remove the project from the TIP. For details of the project, please refer to the red box on page 57 of Attachment 1. 
  2. FM# 4284371, BROWARD COUNTY TRANSIT INFRASTRUCTURE IMPROVEMENTS SEC. 5309 - Upon coordination with Broward County Transit (BCT), it has been confirmed that this grant is now closed. For more detailed information about the project, please refer to the red box on page 58 of Attachment 1.
  3. FM# 4330381, BROWARD COUNTY SECTION 5309 BUS LIVABILITY - Upon coordination with BCT, it has been confirmed that this grant is now closed. For more detailed information about the project, please refer to the red box on page 58 of Attachment 1.
  4. FM# 4485771, SR-A1A FROM CROCUS TERRACE TO VAN BUREN STREET - Based on a review conducted by MPO staff in coordination with FDOT, this project has been included as part of Amendment B below.  For more detailed information about the project, please see the red box on page 39 of Attachment 1, and Attachment 3. 
Modification - Based on internal review and coordination with our partner agencies, the Broward MPO identified five modifications.
  1. FM# 4435971, M# 4435971 SR-817/UNIVERSITY DR FR N. OF SR-824/PEMBROKE RD TO N. OF JOHNSON ST - To incorporate Earmark funds for the project, as approved by the Board in the FY 2024 TIP, MPO staff recommends replacing CARU funds with Earmark funds in the Roll Forward Report TIP Amendment. For details of the project, please review the red box on page 29 of Attachment 1. Additionally, you can find the modified project details on page one of Attachment 2.
  2. FM# 4331088, SR-9/I-95 FR MIAMI-DADE/BROWARD COUNTY LINE TO PALM BEACH COUNTY LINE - To ensure consistency with the project approved by the Board in the FY 2024 TIP, MPO staff recommends replacing extra description "CORRIDOE DESIGN CONSULTANT CONTRACT #2 FOR I-95 PHASE 3 CORRIDOR 433108-1" with "Not a project. This funding is for design consultant services to support the District Project Manager on the Design/Build for three (3) sections of the I-95 express lanes: 3A-1 (433108-4), 3A-2 (433108-5), and 3C (409354-2). No future funds." For details of the project, please refer to the red box on page one of Attachment 1 and the modified project is included on page two of Attachment 2.
  3. FM# 435688-1, SFRTA CAPITAL SECTION 5339 BUS AND BUS FACILITIES - Upon coordination with the South Florida Regional Transportation Authority (SFRTA), MPO staff recommends adjusting the funding amount for FY 2024 from $1,723,793 to $1,624,153 due to the partial funds that have been obligated. The project is presented in the red box on page 59 of Attachment 1 and the modified project is included on page three of Attachment 2.
  4. FM# 2350201, MIAMI UZA - BROWARD COUNTY SECTION 5307 FORMULA FUNDS - After coordination with BCT, MPO staff recommend replacing the extra description "FEDERAL CAPITAL ASSISTANCE FY06=$22,669,509 FTA/62M LF EXECUTED GRANT 5/13/08 FL90X628 FY07=23,304,192 FTA/64M LF EXECUTED GRANT 8/11/08 FL90X660 FY08=$13,910,000 FTA/64M LF FY10=$24,155,304 FTA GRANT EXECUTED 7/20/10 FL90X706-00 NON-BUDGET REVENUE" with "Federal Capital Assistance." The project is presented in the red box on page 57 of Attachment 1 and the modified project is included on page four of Attachment 2.
  5. FM# 4303331, MIAMI UZA - BROW CNTY TRANSIT SECTION 5339 BUS/BUS FORMULA FUNDS - After coordination with BCT, MPO staff recommend replacing the extra description "FDEVELOP AN ASSET MGMT SYSTEM TO TRACK CONDITION OF AGENCY'S FLEET, FACILITIES, & EQUIPMENT /STATE OF GOOD REPAIR DRAFT GRANT #FL-04-0131 NON-BUDGET REVENUE" with "Federal Capital Assistance for Bus/Bus Facilities." The project is presented in the red box on page 58 of Attachment 1 and the modified project is included on page five of Attachment 2.
B. Amend Three Projects in the FY 2024 TIP
The proposed Amendment B, requested by FDOT (on July 23, 2023), includes three projects.
  1. FM# 4481061 NW 21 AVE FROM NW 26 ST TO SR-816/OAKLAND PARK BLVD - The amendment proposes to modify the project limits from "SR-816/OAKLAND PARK BLVD" to "SR-870/COMMERCIAL BLVD" to include the striping work from Oakland Park Boulevard to Commerical Boulevard, and adjust project length from 0.499 miles to 2.059 miles due to the revised project limits.  
  2. FM# 4462001 SR-820/PINES BLVD FROM I-75 NORTH ON-RAMP TO E OF NW 118TH AVE - The amendment proposes a project cost increase from $10,680,294 to $13,392,684.
  3. FM# 4485771 SR-A1A FROM BOUGANVILLA TERRACE TO HARRISON STREET - The amendment proposes to change the project limits from "FROM BOUGANVILLA TERRACE TO HARRISON STREET" to "FROM CROCUS TERRACE TO VAN BUREN STREET," adjust the project length from 0.55 miles to 0.511 miles due to the revised project limits, and increase the project cost from $6,237,264 to $9,586,104.

C. Add One Project
 
The proposed Amendment C, initiated by the Broward MPO, introduces FM# 2024002 Broward Regional Safe Streets and Roads for All Action Plan. The Broward MPO, in collaboration with Broward County, has received a $5 million Safe Streets and Roads for All discretionary grant to facilitate the development of the Broward Regional Safe Streets and Roads for All Action Plan. Furthermore, Broward County is contributing an in-kind local match equivalent to $1.25 million. For details, please refer to Attachment 3. Details are also available here: https://browardmpo.org/core-products/transportation-improvement-program-tip.
 

No other projects in the TIP will be affected by the proposed Amendments.

MPO staff will give a brief presentation on the proposed Amendments at the meeting and address any questions or comments. For the PowerPoint presentation, please see Attachment 4.

MPO STAFF RECOMMENDATION(S):

MPO staff recommends approval of the proposed TIP Amendments.
