REQUESTED ACTION:

MOTION TO APPROVE Task Work Order No. 3 Between the Broward Metropolitan Planning Organization (MPO) and Greater Fort Lauderdale Transportation Management Association (TMA) for Public Outreach and Implementation of Transportation Demand Management Study in an Amount Not to Exceed $100,000

WHAT THIS ACTION ACCOMPLISHES:

Approval of this item will provide staffing and resources for the Greater Fort Lauderdale TMA to continue implementing the recommendations made in the Transportation Demand Management Study it and MPO staff completed in 2022, and to establish the Commute Broward program in partnership with the Broward MPO and Florida Department of Transportation (FDOT). 

SUMMARY EXPLANATION/BACKGROUND:

On January 28, 2021, the MPO Board approved an Agreement for Administrative Services (found in Attachment 1) between the MPO and the Downtown Fort Lauderdale TMA, now the Greater Fort Lauderdale TMA. The TMA was repositioning itself to focus on providing transportation demand management (TDM) and mobility management services to municipalities and other agencies in Broward. On July 1, 2021, the Executive Committee approved Task Work Order (TWO) No. 1 between the MPO and the TMA for a TDM Study in an amount not to exceed $94,325 (found in Attachment 2). On October 13, 2022, the Board approved TWO No. 2 for Public Outreach and Implementation of the TDM Study in an amount not to exceed $100,000 (found in Attachment 3).

MPO staff is now proposing TWO No. 3 (found in Attachment 4) in an amount not to exceed $100,000 to continue implementing the recommendations made in the TDM Study and to establish Commute Broward, a TMA/Broward MPO/FDOT joint program designed to advance an efficient commute for all in Broward. Commute Broward strives to advance commuting solutions for an improved quality of life in Broward and optimize Broward’s transportation network through collaborative strategies that support economic development and community prosperity. The TMA will work with current service providers, including Broward County Transit, the South Florida Vanpool Program, the South Florida Regional Transportation Authority/Tri-Rail, Brightline, FDOT, the Area Agency on Aging of Broward, South Florida Commuter Services, various transportation network companies (Uber, Lyft, etc.) and micromobility providers to market each of their services and trip benefits to the commuting public as a one-stop shop for transportation.

Commute Broward is jointly funded by FDOT ($50,000) and the MPO ($100,000), with the budget based on a staff hour estimate and the schedule of events for the year-two efforts of the TMA (for more details, please see the scope of work contained in Attachment 4). The TWO provides for the services mentioned above until June 30, 2024 at a cost not to exceed $100,000. For the proposed TWO with Greater Fort Lauderdale TMA, please see Attachment 4.

MPO STAFF RECOMMENDATION(S):

MPO staff recommends approval of proposed TWO No. 3 with the Greater Fort Lauderdale TMA for Public Outreach and Implementation of Transportation Demand Management Study in an amount not to exceed $100,000.
