REQUESTED ACTION:
MOTION TO APPROVE Agreement No. 24-05 Between the Broward Metropolitan Planning Organization and WSP USA, Inc. for Safe Streets and Roads for All (SS4A) Broward Regional Safety Action Plan in an Amount Not to Exceed $4,500,000
WHAT THIS ACTION ACCOMPLISHES:
Approval of this item will authorize the MPO to enter into an agreement with WSP USA, Inc. to utilize the recently awarded Safe Streets and Roads for All (SS4A) grant funding to develop the Broward Regional Safety Action Plan.
SUMMARY EXPLANATION/BACKGROUND:
The Broward MPO and Broward County Government received a $5 million grant from the United States Department of Transportation to develop the Broward Regional Safety Action Plan. The Action Plan is a joint commitment between the Broward MPO and Broward County to develop a Countywide Safe System Approach and implementation strategies to prevent roadway deaths and serious injuries by a mutually agreed-upon date. This Action Plan will improve safety for all roadway users, including vulnerable users (pedestrians, bicyclists, public transportation users, micromobility and other non-motor vehicle users).
On August 15, 2023, MPO staff issued a Request for Qualifications (RFQ) for Safe Streets and Roads for All (SS4A) Broward Regional Safety Action Plan (RFQ No. 24-05) that creates an Action Plan with defined goals, identifies projects and prepares them for funding and implementation, and identifies policies and programs to increase safety for roadway users and prevent roadway deaths and serious injuries.
The MPO received eight responses to the RFQ. An Evaluation and Selection Committee (ESC) composed of three MPO staff and two Broward County staff met on September 21, 2023 to review, evaluate, and rank the responses. The ESC shortlisted three firms: AECOM Technical Services, Inc., Kittelson & Associates, Inc., and WSP USA, Inc. On October 4, 2023, the three shortlisted firms made oral presentations to the ESC. After evaluation and ranking, the ESC recommended to the Executive Director that contract negotiations begin with WSP USA, Inc. Broward MPO staff entered into negotiations with WSP USA, Inc. on October 18, 2023.
For the proposed Agreement with WSP USA, Inc., please see the Attachment. The Agreement provides for the services mentioned above until November 2, 2025 at a cost not to exceed $4,500,000. MPO and consultant staff will be available at the upcoming meeting to address any questions and comments.
