REQUESTED ACTION:
MOTION TO APPROVE a Subrecipient Agreement Between Broward Metropolitan Planning Organization and City of Fort Lauderdale for Downtown Fort Lauderdale Mobility Hub Project - Northern Expansion
WHAT THIS ACTION ACCOMPLISHES:
Approval of this item will allow the MPO to execute a subrecipient agreement with the City of Fort Lauderdale for funding the implementation of the northern expansion of the Downtown Fort Lauderdale Mobility Hub Project. No additional funds are being requested.
SUMMARY EXPLANATION/BACKGROUND:
On February 3, 2015, the Broward MPO and the City of Fort Lauderdale entered into a subrecipient agreement which enabled the acceptance of a Federal Transit Administration (FTA) grant award of $3,465,000 for the Downtown Fort Lauderdale Mobility Hub Project. The City designed and constructed the improvements at a cost of $3,217,246.62, leaving a balance of $247,753. In order to submit a budget revision with the FTA and utilize the remaining funds, the MPO is proposing a new Subrecipient Agreement with the City to expand the northern limits of the Downtown Fort Lauderdale Mobility Hub Project.
The proposed Downtown Fort Lauderdale Mobility Hub Project - Northern Expansion project includes the construction of the northern boundary of the existing Downtown Fort Lauderdale Mobility Hub from Northwest 4th Street to Northwest 5th Street and improvements to the City’s right-of-way along the Florida East Coast railroad. The balance from the initial agreement would be utilized to fund the construction costs of the Northern Expansion project in the amount of $222,978 and the Broward MPO administrative cost of $24,775 (10%). The remaining costs will be funded by the City’s LauderTrail project, which was also used to fund the design of the Northern Expansion project. The estimated total project cost of construction is approximately $510,000. Both the Federal Highway Administration and FTA have reviewed and approved the proposed scope of work for the Northern Expansion project.

MPO staff recommends approval of the Subrecipient Agreement with the City of Fort Lauderdale for Downtown Fort Lauderdale Mobility Hub Project - Northern Expansion at no additional cost.
