REQUESTED ACTION:
MOTION TO APPROVE Targets for the Federally Mandated Performance Measure Areas
WHAT THIS ACTION ACCOMPLISHES:
Approval of this action will set targets for the Federally mandated performance measure (PM) areas for PM1 Safety, Transit Asset Management (TAM), and Transit Safety (Public Transportation Agency Safety Plan [PTASP]) in accordance with Federal requirements.
SUMMARY EXPLANATION/BACKGROUND:
Congress, through two Federal transportation bills (the Moving Ahead for Progress in the 21st Century Act and Fixing America’s Surface Transportation Act), requires the United States Department of Transportation (USDOT) to establish national performance measure areas for States, MPOs, and transit agencies. In response, USDOT, in consultation with States and MPOs, established performance measure (PM) areas that include PM1 Safety, PM2 Bridge & Pavement Conditions, PM3 System Performance, Transit Asset Management (TAM) and Transit Safety (Public Transportation Agency Safety Plan [PTASP]). USDOT also requires States, transit providers, and MPOs to set targets for specific performance measure areas and to report periodically on their progress in meeting those targets.
Federal law requires that States and MPOs set targets for the following performance measure areas: PM1 Safety, PM2 Bridge & Pavement Conditions and PM3 System Performance. Federal law also mandates that MPOs and transit providers set targets for TAM and Transit Safety (PTASP). PM1 Safety, TAM and Transit Safety (PTASP) targets are required to be set on a yearly basis whereas PM2 Bridge & Pavement Conditions and PM3 System Performance targets are required to be set every four years (with the next adoption to take place in 2026). In accordance with this requirement, MPO staff is proposing annual Targets for PM1 Safety, TAM and Transit Safety (PTASP) that are consistent with those adopted by the Florida Department of Transportation (FDOT) and the transit providers. On October 25, 2023, the Technical Advisory Committee (TAC) and Citizens' Advisory Committee (CAC) voted to recommend that the Broward MPO Board approve the proposed yearly Targets for PM1 Safety, TAM and Transit Safety (PTASP) performance measure areas. The proposed targets were developed in close coordination with FDOT and the transit providers (Broward County Transit and the South Florida Regional Transportation Authority).
At the upcoming meeting, MPO staff will make a brief presentation on the proposed Targets and address any questions or comments. For the PowerPoint presentation, please see the Attachment.
