REQUESTED ACTION:

MOTION TO APPROVE Amendments to the Fiscal Year (FY) 2024 - 2028 Transportation Improvement Program (TIP):
A. FM# 4482841 CITY OF HALLANDALE BCH SERVICE DEVELOPMENT ELECTRIC FLEET ENHANCEMENTS
B. FM# 4441224 SR-93/I-75/ALLIGATOR ALLEY FR MP 31.261 TO BROWARD/COLLIER COUNTY LINE

C. FM# 4215486 SR-93/I-75 INTRCHNG @ROYAL PALM BLVD FR GRIFFIN RD TO ROYAL PALM BLVD
D. FM# 453344-1 FORT LAUDERDALE/HOLLYWOOD INTERNATIONAL TAXIWAY A REHAB

WHAT THIS ACTION ACCOMPLISHES:

Approval of this action will add two projects and amend two projects (described below) in the adopted FY 2024 - 2028 TIP. No other projects in the TIP will be affected by the proposed Amendments.

SUMMARY EXPLANATION/BACKGROUND:

The Florida Department of Transportation (FDOT) is seeking approval to introduce both an electric fleet enhancement project and an aviation preservation project while making amendments to a resurfacing project and an "add lanes and reconstruct" project in the FY 2024 - 2028 TIP (items A-D). Details for the four projects are presented below.

A. FM# 4482841 CITY OF HALLANDALE BCH SERVICE DEVELOPMENT ELECTRIC FLEET ENHANCEMENTS:
The City of Hallandale Beach received $1,461,000 from the Omnibus Bill Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2023 to enhance electric fleet capacity. This project is required to be reflected in the TIP.

B. FM# 4441224 SR-93/I-75/ALLIGATOR ALLEY FR MP 31.261 TO BROWARD/COLLIER COUNTY LINE:
The Amendment proposes to increase project costs from $34,108,077 to $39,070,925 due to unit price increases. 

C. FM# 4215486 SR-93/I-75 INTRCHNG @ROYAL PALM BLVD FR GRIFFIN RD TO ROYAL PALM BLVD
The Amendment proposes to increase project costs from $19,096,236 to $27,040,193. Changes in costs are largely associated with final refinements to the miscellaneous asphalt, overbuild, embankment, and the number of Intelligent Transportation Systems (ITS) equipment/poles and signage. The changes in unit prices applied to the actual quantities from the Biddability Projected Report also affected the cost estimates. In addition, the Railroads & Utilities (RRU) phase is being advanced to FY 2024.

D. 453344-1 FORT LAUDERDALE/HOLLYWOOD INTERNATIONAL TAXIWAY A REHAB
The proposed TIP Amendment seeks to incorporate the project into the TIP. This particular project aims to address deficiencies in order to comply with the pavement conditions set forth by the Federal Aviation Administration (FAA). The Amendment allocates $2,658,500 from the STATE - Public Transportation Office (DPTO), $15,951,000 from the FAA, and an additional $2,658,500 from Local Fund (LF) sources to support the rehabilitation of taxiway A.

COMMITTEE RECOMMENDATION(S):

The Technical Advisory Committee and Citizens' Advisory Committee recommend approval of the proposed TIP Amendments.

MPO STAFF RECOMMENDATION(S):

MPO staff recommends approval of the proposed TIP Amendments.
