REQUESTED ACTION:

MOTION TO APPROVE the Florida’s Turnpike Enterprise (FTE) Tentative Five-Year Work Program for Fiscal Year (FY) 2025 - 2029

WHAT THIS ACTION ACCOMPLISHES:

Approval of the FTE Tentative Work Program demonstrates communication and coordination between the MPO, its advisory committees, and FTE in the programming and implementation of Turnpike infrastructure improvements. Additionally, the projects in the Work Program for the State FY 2025 - 2029 will be used in the development of the MPO's next Transportation Improvement Program (TIP) for FY 2025 - 2029.

SUMMARY EXPLANATION/BACKGROUND:

The MPO is required to develop and approve a TIP annually, which is a core product of the MPO and reflects the funding priorities of the MPO. This is a three-step process:
  • Step 1 - MPO Board takes action on its Multimodal Priorities List (MMPL) - typically June of each year.
  • Step 2 - MPO Board takes action on FTE's Tentative Work Program - typically in the fall of each year.
  • Step 3 - MPO Board takes action on its TIP - typically July of each year. 
The FTE Tentative Work Program reflects projects to be approved by the MPO for the next TIP cycle. These projects will be reflected in the new FY 2025 - 2029 TIP to be produced by the MPO in the spring of 2024. The Tentative Work Program considers the funding of MPO priority projects listed in the adopted FY 2024 MMPL approved by the Technical Advisory Committee (TAC) and Citizens' Advisory Committee (CAC) at their May 24, 2023 meetings and by the MPO Board at their June 13, 2023 meeting.

FTE staff will present an overview of the Tentative Work Program and will be available to answer questions at the meeting. 


 

COMMITTEE RECOMMENDATION(S):

The TAC and CAC recommend approval of the FTE Tentative Five-Year Work Program for FY 2025 - 2029.

MPO STAFF RECOMMENDATION(S):

MPO staff are currently reviewing the Tentative Work Program materials. As a result, staff is not able to provide a recommendation at this time but will present any recommendations at the meeting.
