WHAT THIS ACTION ACCOMPLISHES:
Approval of this item will allow the MPO to enter into an Agreement with Deloitte Consulting LLP to provide consultant services for MPO Regional Data and Transportation Analytics as well as initiate a Task Work Order to design a Metropolitan Transportation Plan Project Simulation platform.
SUMMARY EXPLANATION/BACKGROUND:
A. In order to foster regional cooperation and enhance the MPO's planning, policy, and project prioritization determinations as well as extend services and data to its member governments and partner agencies, MPO staff seeks to retain consultant services on an as-needed basis to advance the MPO’s data, modeling, and operating capabilities.
The MPO is proposing a new Agreement for MPO Regional Data and Transportation Analytics (MRDATA) which will, through the use of consultant services, assist and support the MPO Board, staff, and its partners in the following key areas: smart cities, transportation modeling, systems integration, data sharing, equity, and others. The MPO shall request these consultant services on an as-needed basis. There is no guarantee that any or all of the services described in the Scope of Services will be assigned during the term of the Agreement. The MPO may, at its sole option, elect to have any or none of the services assigned.
On July 31, 2023, the Broward MPO issued the request for proposals (RFP) for Consultant Services for MRDATA (RFP No. 24-04). The MPO received one response to the RFP by Deloitte Consulting LLP. An Evaluation and Selection Committee was created to review, evaluate, and rank the response. The Evaluation and Selection Committee was composed of three Broward MPO staff members. On August 29, 2023, the Evaluation and Selection Committee evaluated the proposal, evaluated the scores, and recommended to the Executive Director that contract negotiations begin with Deloitte Consulting LLP.
For the proposed Agreement with Deloitte Consulting LLP, please see Attachment 1. The Agreement provides for the services mentioned above at a cost not to exceed $5,000,000 with an initial term of three years with options for two one-year extensions.
B. The MPO requires a novel approach to data management and modeling, while extending new capabilities to partner agencies in the region. This will require access to a suite of proven advanced, cloud-based modeling tools for rapid scenario analysis. The MPO and its partners will utilize the shared data and solutions to inform regional, corridor, and project-specific planning and impact analyses. This will culminate in designing the future Metropolitan Transportation Plan (MTP) Project Simulation platform.
The MPO is proposing a Task Work Order under the MRDATA Agreement mentioned above that will provide consultant services through Deloitte Consulting LLP to design an MTP Project Simulation platform. The Task Work Order provides for these services no later than June 14, 2024 at a cost not to exceed $519,674.68.
